There shall be the following elected officers of the Town:
(a) 
First Selectman, and Registrars of Voters.

(b) 
Such other elected officers as may be required by general law or applicable Special Act enacted after the effective date of this Charter.
There shall be the following elected boards of the Town:
(a) 
Board of Selectmen, Board of Zoning Appeals, Board of Assessment Appeals, and Board of Education.
(b) 
Such other elective boards as may be required by general law or applicable Special Act enacted after the effective date of this Charter.
(a) 
Regional Board of Education.
(1) 
So long as the Town shall participate in Regional High School District Number 5, the Town shall elect at each regular Town election, members to the Regional Board of Education thereof in accordance with the General Statutes or Special Acts.

(2) 
Whether or not otherwise required by law, the principle of the minority representation provisions of Section 9-167a of the General Statutes shall be applied to the election of the Town's members to the Regional Board of Education.
(b) 
There shall be such other elected officers and boards as shall be created from time to time pursuant to § 4-2 or continued pursuant to Article X.

(a) 
There shall be a biennial election of the Town, known as the regular Town election, on the first Monday in May of each odd-numbered calendar year. Special Town elections may be held from time to time as provided by law.
(b) 
All elected officers listed in § 8-1(a), except Registrars of Voters, shall be elected biennially at the regular Town election. Elected officers, pursuant to § 8-1(b), shall be similarly elected unless otherwise provided in the statute creating the same.
(c) 
Registrars of Voters shall be elected biennially in even-numbered years at state elections as provided by law.

(d) 
Members of all elected boards listed in § 8-2(a) shall be elected at the regular Town election in the manner further provided in this article. Elected boards, pursuant § 8-2(b), shall be biennially elected at the regular Town election unless provided otherwise in the statute creating the same.
(e) 
Elected officers and members of boards, pursuant to § 8-3, shall be the same unless otherwise provided in the statute or otherwise provided in the ordinance creating the same.
(a) 
No person who is not an elector of the Town may be an elected officer or member of an elected board of the Town.
(b) 
The First Selectman shall not during his/her term of office as such, hold the office of Selectman, Town Clerk and Registrar of Vital Statistics, Treasurer, Tax Collector, Judge of Probate of the District, including the Town, or Registrar of Voters. The Treasurer shall not during his/her term of office as such, hold any other office or membership on any other board of the Town. No Registrar of Voters shall, during his/her term of office as such, hold the office of Town Clerk and Registrar of Vital Statistics.
(c) 
No Selectman shall, during his/her term of office as such, hold the office of First Selectman, Town Clerk and Registrar of Vital Statistics, Treasurer, Tax Collector, Judge of Probate of the District, including the Town, or Registrar of Voters. No Selectman shall during his/her term of office be a member of any other Town board, commission or agency except the First Selectman as provided under § 5-3(c). No member of the Board of Assessment Appeals shall, during his/her term of office as such, hold the office of Assessor. No member of the Board of Zoning Appeals shall, during his/her term of office as such, hold membership on the Town Plan and Zoning Commission.

(d) 
The holder of any office or membership on any board may simultaneously hold any other office or membership on any other board of the Town, unless otherwise provided by this Charter, or by the statute, ordinance or resolution creating such office or board.
(e) 
All procedures for election of members of elected boards shall comply with the minority representation provisions of Section 9-167a of the General Statutes.[1]

(a) 
The salary of the First Selectman shall be recommended by the Board of Selectmen, acting without his/her vote, and such amount shall be included in the Board's annual request for appropriations. The compensation, if any, of the Selectmen shall be recommended by the Board of Finance and added to the Board of Selectmen's annual request for appropriations. The compensation, if any, of other elected officers or members of elected boards shall be set through the regular budget procedures of the Town, subject, in the case of the Board of Assessment Appeals, to the provisions of Section 12-121 of the General Statutes.
(b) 
The necessary expenses of an elected officer or member of an elected board, actually incurred in the promotion of his/her duties, shall be paid by the Town upon the requisition of such officer or board in writing, upon the approval of the Board of Selectmen.
(c) 
The rate of compensation of the holder of any office or membership on any elected board shall not be decreased during his/her term.
(a) 
The term of office of elected officers listed in § 8-1(a) shall be two years and until their successors have taken office. The term of office of elected officers pursuant to §§ 8-1(b) and 8-3 shall be the same unless otherwise provided in the statute or ordinance creating the same.
(b) 
The term of office of any elected officer or members of any elected board, commission or agency shall not exceed four years.

(c) 
Elected officers and members of elected boards, commissions and agencies who are in office on the effective date of any amendment to this Charter which provides for a term of office shorter or longer than the previously prevailing term shall, notwithstanding such amendment, remain in office until the expiration of the term for which they were last elected. The terms of office of elected officers and members of elected boards, commissions and agencies commencing subsequent to the effective date of any such amendment shall be for such terms (not to exceed four years) and in such rotation, as determined by the Board of Selectmen in a resolution duly adopted by said Board, as will most equitably and expeditiously bring all terms of elected office into conformity with this Charter as so amended.

(a) 
The terms of office of all elected officers listed in § 8-1(a), except Registrars of Voters, and of all members of elected boards listed in § 8-2(a) shall commence on the first day of the fiscal year next following their election. The terms of office of Registrars of Voters shall be as provided by the General Statutes.[1]

(b) 
The terms of office of elected officers pursuant to § 8-1(b) or 8-3 and members of elected boards pursuant to § 8-2(b) or 8-3 shall commence on the first day of the fiscal year next following their election, unless otherwise provided in the statute or ordinance creating the same.
(a) 
A vacancy in any elected office or elected board shall be filled by appointment of the Board of Selectmen.
(b) 
In the event that more than one vacancy exists at the same time on the Board of Selectmen, a quorum of such Board for purposes of filling its own vacancies shall be one less than the number of members remaining in office.
(c) 
If at any time after the election of any person to an elected office or membership on an elected board, but before he/she shall have taken office, he/she shall have become unable to take office by reason of death, insanity, disqualification, resignation or otherwise, a vacancy in such office shall thereupon be deemed to exist for purposes of this section.
(d) 
All powers of the Board of Selectmen to fill vacancies shall be vested in the First Selectman-elect and the Selectmen-elect at the date of their election, except in respect of offices or board memberships the terms of which terminate on the succeeding June 30.
(e) 
All appointments made pursuant to this section shall comply with the minority representation provisions of Section 9-167a of the General Statutes. If the person whose failure or ceasing to serve has caused the vacancy in any elective office or upon any elected board is a member of a major political party, then the vacancy shall be filled by a member of the same political party. Any member of the Board of Education so appointed shall serve until the next regular Town election. His/her successor shall be elected for the balance of the unexpired term, the official ballot to specify the vacancy to be filled pursuant to Section 10-219 of the Connecticut General Statutes.

The holder of any elected office or membership on an elected board may, upon petition of the Board of Selectmen, be removed therefrom upon a finding by a court of competent jurisdiction of unfitness to serve therein, either because of a crime involving moral turpitude or mental or physical incapacity or disqualification or otherwise.
(a) 
The First Selectman shall have the powers, duties and responsibilities and perform the functions prescribed for such office in Article V.
(b) 
The other elected officers provided for in § 8-1 shall have the powers, duties, and responsibilities and perform the functions prescribed therefor by law.
(c) 
Elected officers, pursuant to § 8-3, shall have the powers, duties and responsibilities and perform the functions provided therefor by the ordinance creating the same.
(d) 
On or before October 15, January 15, April 15, and July 15 of each fiscal year, the Town Clerk and Registrar of Vital Statistics shall render to the Board of Selectmen an accounting of all fees received by him/her for performing the functions of his/her office and pay such fees into the general fund of the Town. The compensation of the Town Clerk and Registrar of Vital Statistics shall be established under the provisions of § 8-6(a).

(a) 
Five Selectmen shall be elected at each regular Town election to serve for a two-year term and until their successors shall have taken office.
(b) 
The Board of Selectmen shall have the powers, duties, and responsibilities, and perform the functions prescribed in Article IV.
(c) 
A person whose name appears on the ballot as a candidate for the office of First Selectman and who is defeated for election to that office may not, in the same election, be elected as one of the other five members of the Board of Selectmen.

(a) 
The Board of Zoning Appeals shall consist of five regular members and three alternate members.
(b) 
Each regular member and each alternate member of the Board of Zoning Appeals shall serve for a four-year term and until his/her successor shall have taken office. Two regular members and two alternate members shall be elected in one regular Town election, three regular members and one alternate member shall be elected in the next, and so forth alternately.

(c) 
The Board of Zoning Appeals shall have the powers, duties, and responsibilities and perform the functions prescribed therefor by law.
(a) 
The Board of Assessment Appeals shall consist of three members.
(b) 
No more than two members of the Board of Assessment Appeals shall be elected at each regular Town election, each to serve for a four-year term and until his/her successor shall have taken office.

(c) 
The Board of Assessment Appeals shall have the powers, duties, and responsibilities and perform the functions prescribed therefor by law.
(a) 
The Board of Education shall consist of nine members.
(b) 
No more than five nor less than four members of the Board of Education shall be elected at each regular Town election, each to serve for a four-year term and until his/her successor shall have taken office.

(c) 
The Board of Education shall have the powers, duties, and responsibilities and perform the functions prescribed therefor by law.
(d) 
Vacancies on the Board of Education shall be filled as provided § 8-9(a) of this Charter and pursuant to Section 10-219 of the Connecticut General Statutes.
