A.
No elected or appointed official or employee of the
Town, whether or not he is compensated for his service by the Town,
shall directly or indirectly:
(1)
Engage in any private business, transaction, or employment
or have any significant financial interest therein which is incompatible
or in conflict with the proper and impartial discharge of his duties
on behalf of the Town.
(2)
Appear before any official, body or agency of the
Town as agent or representative of any private person, group, firm,
or corporation. Officials serving on the Building Board of Appeals
shall be excluded from the limitations of this subsection. Membership
on that Board is controlled by the requirements of Connecticut General
Statutes and the Connecticut Basic Building Code.
(3)
Disclose confidential facts or information otherwise
than in the course of his official duties.
(4)
Grant or influence the granting of any special consideration,
advantage or favor to any person, group, firm or corporation.
(5)
Accept any gratuity, gift, favor or promise therefor
the purpose and intent of which are to influence any such official
or employee of the Town in the exercise of his official judgment,
power, or authority.
(6)
Make personal use of vehicles, equipment, materials
or property of the Town except in the course of his official duties
or as duly authorized by the proper Town officer, board or commission.
B.
Each elected or appointed official or employee of
the Town, whether or not he is compensated for his services by the
Town, shall:
(1)
Disclose, in writing, to the Board of Ethics and the
Town Clerk any purely private personal or financial interest, direct
or indirect, which he has in any matter or transaction to which the
Town is a party, other than such interest as is vested in and shared
by members of the general public.
(2)
Disqualify himself with respect to and refrain from
considering and acting upon any matter or transaction coming before
him in his official capacity in which he has any such purely private
personal or financial interest.
(3)
In general, discharge the duties of his office or
employment in a manner calculated to serve the best interests of the
Town and its citizens and in accordance with the highest standards
of morality, ethics and good conscience.
