Prior to any vote at any meeting of the Town Meeting, and at any other time when the Town Meeting Moderator deems it desirable, the Town Meeting Moderator shall make a brief statement to the Town Meeting concerning the statutes prescribing penalties for voting at the Town Meeting by persons who are not legally qualified to vote, and unless the Town Meeting Moderator deems it unnecessary to do so at any particular meeting, the Town Meeting Moderator shall cause to be identified any persons present at the Town Meeting who are not legally qualified to vote, by requesting them to stand briefly, or by some other means deemed appropriate by the Town Meeting Moderator.[1] Failure to observe this procedure shall not affect the validity of any action taken at any meeting of the Town Meeting.

At any meeting of the Town Meeting the parliamentary practices recommended in the latest edition of Robert's Rules of Order shall be deemed to be standard parliamentary practice, insofar as they are lawful and applicable, except as such parliamentary practice may from time to time be amended by rules adopted by the Town Meeting.
