Editor's Note: This chapter was originally
adopted by the Board of Selectmen 3-12-1980.
As used in this chapter, the following terms
shall have the meanings indicated:
A motorized vehicle, not suitable for operation on a highway,
that is not more than 50 inches in width; has a dry weight of not
more than 600 pounds; travels on three or more low-pressure tires;
and has a seat or saddle designed to be straddled by the operator.
Any vehicle designed or used to transport merchandise, freight,
or employees of the registrant or other passengers with their necessary
personal belongings.
Any vehicles other than those registered as passenger vehicles.
Any state or other public highway, road, street, avenue,
alley, driveway, parkway, or place, under the control of the state
or any political subdivision of the state, dedicated, appropriated,
or opened to public travel or other use.
Any public highway which joins another at an angle, whether
or not it crosses the other.
Includes the Board of Selectmen, Chief of Police, local Traffic
Authority, or other officials having authority for the enactment or
enforcement of traffic regulations within the Town of Woodbridge.
Any person holding title to a vehicle, or having the legal
right to register the same, including purchases under conditional
bills of sale.
Any vehicle in a stationary position within the limit of
a public highway.
Leaving of a vehicle, whether occupied or not, upon a highway
otherwise than temporarily for the purpose of, and while actually
engaged in, receiving or discharging passengers, or loading or unloading
merchandise (other than from vehicle to vehicle), or in obedience
to traffic regulations or traffic signs and signals.
A motor vehicle used for passenger and commercial purposes.
Same as parking.
Any rubber tired vehicle without motive power drawn or propelled
by a motor vehicle.
Any combustion engine vehicle, device, or trailer used for
conveyance, drawing, or other transportation of persons or property
when on a public highway.
A.Â
No vehicle may park on any highway of the Town of
Woodbridge so as to interfere with operations for the removal of snow
and/or the sanding of highways during the time of falling snow, sleet,
or freezing rain and thereafter until the highway has been cleared
of snow or sanded.
B.Â
In addition to the fine assessed for the violation,
any police officer of this municipality, by the direction of the Chief
of Police, upon discovery of any vehicle in violation of this chapter,
may remove this vehicle and cause this vehicle to be stored at a designated
garage. All charges relating to the towing and storage of this vehicle
will be the responsibility of the registered owner of the vehicle.
A.Â
No commercial vehicle may remain parked on any highway
of the Town of Woodbridge between the hours of 12:00 midnight and
5:00 a.m. in an area designated by the Zoning Regulations of the Town
as a "Residence A" zone.

B.Â
No commercial vehicle, having a gross vehicular weight in excess of 7,500 pounds, may remain parked on any highway of the Town of Woodbridge, other than set forth in Subsection A of this section, between the hours of 12:00 midnight and 5:00 a.m.
C.Â
No commercial vehicle may remain parked on any highway
of the Town of Woodbridge at any time for the purpose of loading and/or
unloading personal property from vehicle to vehicle.
D.Â
No commercial vehicle may remain parked on any highway
of the Town of Woodbridge at any time for the purpose of loading or
unloading construction equipment onto the highway.
E.Â
No trailer may remain parked on any highway in the
Town of Woodbridge, whether attached or detached to a motor vehicle,
so as to impair or obstruct vehicle or pedestrian traffic.
Motor vehicles, including any motor-operated
vehicle such as minibikes, motorcycles, mopeds, dirt bikes, snowmobiles
and all-terrain vehicles, will not be allowed on any property owned
by the Town of Woodbridge or any open space under the jurisdiction
of the Town, except that motor vehicles may enter areas owned by or
under the jurisdiction of the Town where allowed by posting or delineation
to park in designated areas.

Illegally parked vehicle. Whenever any vehicle shall be found parked in any parking space overtime and beyond the period of legal parking time established for such place by the Traffic Authority, or shall be found parked therein during any period when parking is prohibited, or shall be found parked in such a manner as to interfere with or hamper the effective removal of snow from streets and highways of the Town as provided under § 397-2, or shall be found parking in violation of any of the provisions of any resolution, rule, regulation or order of the Traffic Authority, the vehicle may be removed or conveyed, by or under direction of the Department of Police, by means of towing the same, or otherwise, to a commercial or public garage or its premises, and such removal shall be at the risk and expense of the owner. The registered owner of a vehicle shall be presumed to be prima facie responsible for compliance with any requirement of this chapter and to be prima facie responsible for any violation hereof, except that it shall be a defense that the vehicle has been previously reported to the Police Department as stolen.

Removal by Town. The Town's Traffic Authority is authorized
and empowered to cause the removal from any highway, Town road, or
property coming under the jurisdiction of the Town of Woodbridge,
or from any state highway, except limited access highways, within
the territorial limits within
the Town of Woodbridge, any abandoned or unregistered motor vehicle,
and motor vehicles which are a menace to traffic, or public health,
or safety. In doing so, the procedure for such removal as set forth
in § 14-145 or 14-150 of the Connecticut General Statutes
is applicable.
C.Â
Redemption. Before the owner or person in charge of
vehicle shall be permitted to remove the same from the custody of
the Department of Police, he shall furnish evidence of his identity
and ownership or right to possession and shall sign a receipt for
the vehicle. All costs of the towing, and any subsequent storage charges,
shall be the liability of the registered owner of the vehicle, and
shall be paid to the owner of the commercial or public garage to which
the vehicle shall have been removed. However, a police officer may,
in lieu of towing the vehicle to the commercial or public garage or
its premises, serve upon the owner or operator of the vehicle, or
attach to the vehicle, a notice directing the owner or operator thereof
to appear at the office of police headquarters of the Town before
the time specified in the notice.
Any person who shall violate any of the provisions
of this chapter shall be guilty of a violation and, upon conviction,
shall be punished by a fine of not more than $100. The Board of Selectmen
shall have the authority to establish a schedule of fines for voluntary
payment for a violation of any section of this chapter.

If voluntary appearance and payment are made within
the specified period of 10 calendar days at the Record Division of
the Woodbridge Police Department, 4 Meetinghouse Lane, Woodbridge,
CT, between 9:00 a.m. and 3:00 p.m., Monday through Friday, or if
payment is by use of the postal service within said period, acceptance
of such payment by this Town shall constitute a waiver of the right
to further prosecution of each such violation.
B.Â
In the event the penalties set forth herein are not
paid in full within 10 calendar days following the date of the violation,
said penalty shall double. Nothing in this section shall prevent the
Town from prosecuting and levying fines up to the maximum provided
in state statutes for violations of traffic regulations, or pursuing
lawful civil remedies whenever the requirements of this section are
not fully complied with.
C.Â
The parking violation hearing procedure as set forth in Chapter 15, Citation Hearing Procedure, of this Code and in § 7-152b of the General Statutes of the State of Connecticut is hereby adopted by the Town of Woodbridge as its hearing procedure, and the First Selectman and the Traffic Authority of the Town of Woodbridge are hereby directed to implement and follow said procedure in the enforcement of this chapter, except that this procedure as adopted for abandoned, unregistered motor vehicles and motor vehicles which are a menace to traffic shall be handled in accordance with statutes pertaining specifically to those violations as referenced in § 397-5B.
D.Â
The Traffic Authority is authorized and empowered
to adopt and amend, as necessary, a schedule of fines for violations
of the provisions of this chapter and/or the rules, regulations, or
restrictions adopted by the Traffic Authority pursuant to this chapter.
The Traffic Authority shall give consideration to the severity of
the fine and the danger posed to the public when adopting such fine
schedule. No fine shall be less than $15 or more than $100 for any
single violation. The Traffic Authority shall file with the Woodbridge
Town Clerk any schedule of fines, rules, regulations, or restrictions
adopted or amended pursuant to this chapter.

No person shall operate any vehicle in violation of § 397-4 nor shall any person stop, stand or leave any vehicle in any of the following places or cause a violation of any of the following restrictions, subject to the penalty indicated:

Parking within 25 feet of intersection.
(2)Â
Parking as to obstruct driveway.
(3)Â
Parking within 25 feet of stop sign.
(4)Â
Parking on highway constituting traffic hazard.

Parking within 10 feet of fire hydrant.
(6)Â
Parking in designated fire lane.
(7)Â
Obstructing snow removal.
(8)Â
First Selectman's proclamation.
The provisions of this chapter shall not apply
when any vehicle is held stationary by order of any police officer;
or to any vehicle while responding to an emergency.

This section is enacted in accordance with Connecticut Public
Act No. 09-171.
A.Â
No operator of a motor vehicle, other than a tractor-trailer unit, as defined in Connecticut General Statutes Section 14-1, shall proceed into any intersection that has been designated in Subsection C herein, except when making a turn, unless there is sufficient space on the opposite side of the intersection to accommodate such motor vehicle without obstructing the passage of other vehicles or pedestrians, notwithstanding the indication of a traffic control signal that would permit such operator to proceed into the intersection.

The Town
of Woodbridge shall:
(1)Â
Post
signs at each designated intersection indicating that blocking the
intersection is prohibited and violators are subject to a fine; and
(2)Â
Mark,
in white paint, the boundary of such designated intersections with
a line not less than one foot in width and the area within such boundary
line with parallel diagonal lines not less than one foot in width.
