There is hereby created an Emergency Management Council for the Borough of Highland Park.

A. 
The Council shall consist of the following officials who shall serve ex-officio for terms of one year:
(1) 
Emergency Management Coordinator.
(2) 
Deputy Emergency Management Coordinator.
(3) 
Chief of Police.
(4) 
Chief of the Fire Department.
(5) 
Captain of the First Aid Squad.
(6) 
Captain of the Police Auxiliary.
(7) 
Chief Code Enforcement Officer.
(8) 
Welfare Director and Health Officer.
B. 
Five other persons shall be appointed by the Mayor with the advice and consent of Council for terms of one year.
C. 
The Emergency Management Coordinator shall serve as the Chairman of the Emergency Management Council.
The Council shall have such powers and perform such duties as are authorized and prescribed by N.J.S. App. A:9-40.1 et seq. and by applicable federal and state regulation.
In addition to other duties and responsibilities authorized by law, the Council shall formulate an Emergency Operating Plan (hereafter "Plan") which shall be reviewed regularly to ensure that it is current and effective. The Plan shall be developed based on guidelines promulgated by the State of New Jersey and the Federal Emergency Management Agency.
There are hereby created the positions of Emergency Management Coordinator and Deputy Emergency Management Coordinators. The Coordinator and up to three Deputy Emergency Management Coordinators, to include a Deputy for Administration, a Deputy for Operations and a Deputy for Police Management, shall be appointed by the Mayor with the advice and consent of Council for terms of three years. The Coordinator and Deputy Coordinator shall serve without compensation.
The Emergency Management Coordinator shall serve as the coordinating authority for the Borough and shall perform the powers and duties of coordinating authority as provided by law.
