There is hereby created in the Borough of Highland Park a Municipal Alliance Committee consisting of the following:
A. 
The Mayor, and/or his/her designee;
B. 
The Chairperson of the Public Safety Committee, and/or his/her designee;
C. 
The Chief of Police, or his/her designee;
D. 
The President of the Highland Park Board of Education, or his/her designee;
E. 
The Superintendent of Schools for Highland Park, or his/her designee;
F. 
The Student Assistance Coordinator for Highland Park;
G. 
A representative of the Highland Park Parent Teacher Association designated by the Association;
H. 
A representative of the Highland Park Education Association designated by the Association;
I. 
A representative of the Chamber of Commerce designated by the Chamber or a representative of the Cooperative Business Association designated by the Association;
J. 
The Municipal Court Judge, or his/her designee;
K. 
Not to exceed two representatives of local civic associations;
L. 
Not to exceed two representatives of local religious organizations;
M. 
At least two private citizens who are residents of the Borough;
N. 
One student who is a senior in high school;
O. 
One student who is a junior in high school.
Members in classes listed in § 9-29K, L, M, N and O shall be appointed by the Mayor with the advice and consent of Council for terms of one year, except that members of classes listed in § 9-29N and O shall have been recommended by their principal; members of the foregoing classes shall serve until their successors shall have been appointed and qualified. Terms of ex-officio members shall be coextensive with their terms of office or employment. Members in classes listed in § 9-29G, H and I shall serve until replaced by the organization they represent.
Members shall serve without compensation but may be reimbursed for expenses incurred subject to the limit of available appropriations.
A. 
The Committee, in consultation with the Local Advisory Committee on Alcoholism and Drug Abuse established pursuant to N.J.S.A. 26:2B-33, shall identify alcoholism and drug prevention, education and community needs and such other duties as are prescribed by law.
B. 
The Committee shall expend no funds or shall incur no obligations beyond the amount now or hereafter received from the Alliance to Prevent Alcoholism and Drug Abuse now or hereafter appropriated by the Borough Council.
C. 
The Committee shall report annually, on or before June 1, on its activities during the preceding year, setting forth any recommendations it may have and reporting on the expenditure of all funds received by it.
