There is hereby created in and for the Borough of Highland Park a Cable Television Citizens Advisory Committee. The Committee shall consist of nine members who shall reside or work in the Borough. The purpose of the Committee shall be to assist the Mayor and Council in making their determination in the award of a cable television franchise.
One each of the members of the Committee shall be appointed by the Board of Education and by the Library Board of Trustees for terms of one year each. The remaining members shall be appointed by the Mayor with the advice and consent of Council. Of the initial members to be appointed by Mayor and Council, one shall be appointed for a term of one year, three shall be appointed for terms of two years and three for terms of three years. Subsequent appointments for members appointed by Mayor and Council shall be for terms of three years except that all vacancies shall be filled for the unexpired term only. All members shall serve until their successors have been appointed and qualified.
The Committee shall meet for the purpose of organizing and electing a chairman, a secretary and such other officers as it deems appropriate within 30 days of the effective date of this section. The Committee shall meet at such times and places as it deems appropriate provided that an organization meeting shall be held in January of each consecutive year.
The Committee shall:
A. 
Research and review all relevant information and advise the Mayor and Borough Council on the cable TV refranchising process;
B. 
Design and implement a survey of the community to:
(1) 
Determine whether the cable operator has substantially complied with the terms of the existing franchise agreement and applicable law;
(2) 
Ascertain the quality of service including billing practices and complaint response;
(3) 
Determine if the cable operator has financial, legal and technical ability to provide the services agreed to; and
(4) 
Determine if the operator can meet the future cable needs of the community.
C. 
Research the benefits of a public access channel and make a recommendation thereof to the Mayor and Council;
D. 
Assist in the publicity for a public hearing on the cable operator's application for municipal consent;
E. 
Submit a report to the Mayor and Council containing its findings and recommendations as to Subsections A, B, and C above on or before November 15, 1991, providing that nothing contained herein shall be deemed to preclude such other or further reports as the Committee deems appropriate.
F. 
Monitor on an ongoing basis the quality of service and maintenance by the holder of the Borough's cable television franchise.
