[Adopted by Ord. No. 1140 (§ 2-31 of the 1987 Code)]
The purpose of this article is to provide for the vigorous and systematic enforcement of housing and code enforcement violations in the Borough of Highland Park in order to preserve, maintain and improve the quality of housing in the Borough of Highland Park.
There is hereby created the position of Special Municipal Prosecutor-Housing.
The Special Municipal Prosecutor-Housing shall be an attorney in good standing admitted to practice before the Court of the State of New Jersey for a period of at least three years and qualified by training and experience to perform the duties of the office. The Special Municipal Prosecutor-Housing shall be appointed by the Mayor with the advice and consent of the Borough Council for a term of one year.

The duties of the Special Municipal Prosecutor-Housing shall be as follows:
A. 
Preparation and trial of cases before the Highland Park Municipal Court;
B. 
Providing assistance to the Code Inspectors, Housing Inspectors and Health Inspector of the Borough of Highland Park in investigating possible violations, obtaining necessary warrants, the preparation of complaints and advice as to the interpretation of appropriate statutes and ordinances;
C. 
Preparation and submission to the Mayor and Council of an annual report in December of each year, which report shall show the number and types of complaints filed, their disposition and any recommendations he or she deems necessary with respect to the statutes and ordinances which he prosecutes and otherwise for the preservation of housing stock in the Borough.[1]
