No person, firm or corporation shall do any general plumbing on any premises in the Town of Clarence unless first duly licensed in a manner provided by this article. This section shall not apply to a person or a member of his household doing plumbing work on a one- or two-family residence owned and occupied by him, provided that he has filed the proper plans and paid the regular fees.
No person, firm or corporation shall do any general plumbing work on any premises in the Town of Clarence as a contractor, subcontractor or employing plumber unless licensed as a master plumber in the manner provided by this article. The master plumber's license shall be issued by the Town Clerk to any person upon receipt of a certificate from the Board of Plumbing and Drainage Examiners showing that such person has satisfactorily passed the examination held by such Board for such license; and upon receipt of the licensee fee; and upon the filing of a certificate of insurance as described in § 151-13.
The applicant for examination for qualification as a master plumber shall have a minimum of six years of practical experience in the trade or business of plumbing and drainage. The Board of Plumbing and Drainage Examiners may accept, at its discretion, an equivalent combination of training, education and experience in lieu of the requirements of six years of practical experience. Proof of practical experience or satisfactory equivalent training, education and experience shall be submitted to the examiners before the applicant is admitted to the examination.
Each licensee shall file with the Town Clerk a certificate of insurance effective for the license period naming the Town of Clarence, New York, as an additional insured in the following limits:
A. 
Five hundred thousand dollars for each occurrence for bodily injury liability.
B. 
One hundred thousand dollars for each occurrence for property damage liability.
A. 
A journeyman plumber, master or employing plumber shall be present at all times when work is being performed on any premises within the Town of Clarence, involving the original installation, alteration, repair or maintenance of general plumbing.
B. 
Journeyman plumber's license.
(1) 
For the period of one year from the effective date of this chapter, a journeyman's license will be issued to an applicant that possesses a valid journeyman's license from a municipality that requires an examination for licensure.
(2) 
After the one-year period a journeyman plumber's license shall be issued by the Town Clerk to any person upon receipt of a certificate from the Board of Plumbing and Drainage Examiners showing that such person has satisfactorily passed the examination held by said Board and upon receipt of the license fee therefor.
The applicants for examination for qualification as a journeyman plumber shall have a minimum of four years of practical experience in the trade or business of plumbing and drainage under the supervision of a master or employing plumber. Proof of practical experience shall be submitted to the examiners before being admitted to the examination.
A. 
No person, firm or corporation shall do any sewer contracting work on any premises in the Town of Clarence as a contractor or subcontractor unless licensed as a master plumber or sewer contractor in the manner provided by this chapter. A sewer contractor's license shall be issued by the Town Clerk to any person, upon receipt of a certificate from the Board of Plumbing and Drainage Examiners showing that such person has satisfactorily passed the examination held by said Board for such licensee and upon receipt of the license fee and upon the filing of the certificate of insurance as set forth herein.
B. 
Sewer contracting work shall consist of the practice, materials and fixtures used in connection with plumbing and plumbing systems, other than the water or gas supply systems, beyond the building drain connection point. It shall, without limitation, include the installation, alteration and repair of such materials, fixtures and systems. It shall also include the maintenance of the systems when the maintenance is in conjunction with the installation, alteration and repair of said systems.
The applicant for examination for qualification as a sewer contractor or employing sewer contractor shall have a minimum of six years actively engaged in the trade or business of sewer contracting work. Proof of practical experience shall be submitted to the examiner before being admitted to the examination.
Each licensee shall file with the Town Clerk a certificate of insurance naming the Town of Clarence, New York, as an additional insured in the following limits:
A. 
Five hundred thousand dollars for each occurrence for bodily injury liability.
B. 
One hundred thousand dollars for each occurrence for property damage liability.
A renewal license as a master plumber, sewer contractor, or journeyman shall be issued by the Town Clerk each year to any person holding the same license at the expiration of the preceding year, without examination, upon payment of the license fee provided for such license and upon filing a renewal of the required certificate of insurance effective for the term of the license. If the license is not renewed by January 31, the person will be deemed to not have a license and an examination will be required before issuing a new license.
