The owners, lessees, tenants and managers of
every building or place in or upon which a locomotive or stationary
engine, furnace or boilers are used shall not cause, suffer or allow
smoke, cinders, noxious gases, offensive odors or noise, deposits
or other pollutions to escape or be discharged from any building,
locomotive, engine or boilers to the detriment or annoyance of any
person or persons not being therein or thereupon engaged.
