The Sewer Inspector, the Superintendent, employees of the United
States Environmental Protection Agency, the New York State Department
of Environmental Conservation and the Dutchess County Department of
Health and other duly authorized employees of the Town Board, having
proper credentials and identification, shall be permitted to enter
upon all properties at reasonable hours for the purpose of inspection,
observation, measurement, sampling and testing in accordance with
the provisions of this chapter and any rules and regulations issued
pursuant hereto.
