Words and phrases used in this chapter shall,
for the purpose of this chapter, have the meanings ascribed to them
by Article I of the Vehicle and Traffic Law of the State of New York.
The Superintendent of Highways or Deputy Superintendent
of Highways shall install and maintain traffic control devices when
and as required under provisions of this chapter to make effective
the provisions of said chapter and may install and maintain such additional
traffic control devices as he may deem necessary to regulate, warn
or guide traffic under the Vehicle and Traffic Law of the State of
New York, subject to the provisions of §§ 1682 and
1684 of that law.

A.
At the intersection of Livingston Parkway and Lincoln
Boulevard, which is a traffic circle, a stop sign shall be erected
on Livingston Parkway at its entrance to said traffic circle from
the east and another stop sign shall be erected on said Livingston
Parkway at its entrance to the traffic circle from the west, and a
yield sign shall be erected on Lincoln Boulevard at its entrance to
the traffic circle from the north and another yield sign shall be
erected on said Lincoln Boulevard at its entrance to the traffic circle
from the south.
B.
The intersection of Joslen Boulevard and Harry Howard
Avenue is hereby designated as a yield intersection for traffic traveling
southerly on Joslen Boulevard in relation to traffic traveling north
on Joslen Boulevard in its path to proceed turning on to Harry Howard
Avenue; and a yield sign shall be erected on Joslen Boulevard northerly
of said intersection for southerly proceeding traffic.

The Town Board of the Town of Greenport may
establish by resolution the areas within the Town where parking is
prohibited, restricted or otherwise controlled.

C.
The regulations established by this section shall
not be construed to prevent the delivery or pickup of merchandise
or other property along the highways from which such vehicles and
combinations are otherwise excluded, except that such deliveries or
pickups of merchandise shall be accessed over the shortest roadway
route available to the place of pickup or delivery from a state highway.

Pavement markings in accordance with the standards
and specifications established by the State Traffic Commission shall
be applied on the following highways or portions of highways:
A.
Joslen Boulevard for its entire length.

A.
No person shall drive a vehicle at a speed in excess
of 15 miles per hour in the parking area of the shopping center commonly
called "Fairview Plaza."
B.
No person shall drive a vehicle at a speed in excess
of 15 miles per hour in the parking area of the shopping center now
or formerly known as "Simmons Plaza."

Except for individuals issued and displaying
a handicapped parking permit, the parking of vehicles is hereby prohibited
in designated spaces displaying the handicapped parking emblem in
any of the following locations:

A.
The purpose of this section is to promote the health,
safety and general welfare of the community by regulating shopping
center parking areas located in the Town of Greenport.
B.
For the purpose of this section a shopping center
parking area is defined as any area or areas of private property near
or contiguous to and provided in connection with premises having one
or more stores or business establishments, and used by the public
as a means of access to and egress from such stores and business establishments
and for the parking of motor vehicles of customers and patrons of
such stores and business establishments.
C.
Pursuant to the authority granted under Section 1660-a
of the Vehicle and Traffic Law of the State of New York, and in accordance
with the written request by the Town of Greenport Fire Chief, the
Town Board of the Town of Greenport adopts this section establishing
a procedure for marking fire lanes and fire zones in shopping center
parking areas located in the Town of Greenport.
D.
The Fire Chief of the Town of Greenport, in cooperation
with the Police Commissioner of the Town of Greenport, subject to
approval by resolution of the Town Board of the Town of Greenport,
is hereby authorized to determine and establish appropriate fire lanes
and fire zones in all shopping centers. The Highway Department of
the Town of Greenport, subsequent and pursuant to the resolution of
the Town Board approving the same, shall cause to be erected and installed
adequate signs, markings and other devices to delineate said fire
lanes and fire zones. Signs, markings, and other devices erected or
installed on such privately owned premises shall be at the cost of
the Town of Greenport.
E.
No motor vehicle shall park or remain unattended in
an established fire lane or fire zone.
F.
A person who violates a provision of this section
shall be punished as provided for under § 115-11B of this
chapter.
When there is a Highway Snow Emergency, as defined in § 104-11 of the Town Code, all motor vehicles are prohibited from parking on any Town street.

A.
Failure to comply with any provisions of this chapter,
except for parking regulations and handicapped parking regulations,
shall be deemed a traffic offense and shall be punishable pursuant
to the Vehicle and Traffic Law of the State of New York.
B.
Failure to comply with the provisions of § 115-5, Parking regulations, of this chapter shall be punishable by the following fines:
(1)
Bus stop: $25.
(2)
Double parking: $50.
(3)
No-parking zone: $50.
(4)
Improper parking: $25.
(5)
Blocking hydrant: $75.
(6)
Parking in fire zone: $75.
(7)
Parking in crosswalk: $25.
(8)
Blocking driveway: $25.
(9)
Wrong-side parking: $25.
(10)
Parking in handicapped zone: $100.
(11)
Snow emergency parking: $100.
C.
In the event that the fines hereinabove set forth
are not paid within 15 days of the date of the issuance and service
of the summons, the violator shall pay an additional penalty equal
to the amount of the fine as hereinabove set forth.
D.
Failure to comply with the provisions of § 115-11 shall be punishable by a fine of not less than $50 and not more than $200. Vehicles ticketed will also be towed if parked on a Town street when there is a Highway Snow Emergency, as defined in § 104-11 of the Town Code. All expenses incurred by the Town for towing and storing the vehicle shall be borne by the registered owner of such vehicle and paid to the Town of Greenport prior to the release of such vehicle.
