No person shall transport papers, garbage or rubbish of any kind whatever in an automobile or any other vehicle on any street, road or highway of the town unless the contents of said vehicle have been and are so covered and protected that they cannot fall or be blown out by wind or in any other manner upon said street, road or highway.

In order to implement a program of recycling in conjunction with ordinary waste disposal, residents and businesses in town shall separate waste material into the following categories before depositing same for disposal:
A. 
Glass and cans.
B. 
Paper.
C. 
Other waste.
If no separation takes place, waste material shall not be accepted at the disposal location. Violators shall be subject to fines not exceeding $300 per violation.
The Board of Health will be responsible for the promulgation of regulations consistent herewith and enforcement of these provisions and shall have the authority to add, alter or delete items to be separated (as markets for recycled goods change).
This article and the various parts, sentences and clauses hereof are hereby declared to be severable. If any part, sentence or clause is adjudged invalid, it is hereby provided that the remainder of this article shall not be affected thereby.
This article shall be in effect after the Board of Health has published a public notice detailing the procedures and the starting dates.
