The Chief of Police and all special or regular police officers shall have all powers and duties in relation to the management of vehicular traffic. The drivers of vehicles must at all times comply with any direction by voice or hand of the Chief of Police or any police officers of the Village and shall obey the orders of such officers as to stopping, starting, approaching or departing from any place and as to any other regulation herein contained.
Every person convicted of a traffic infraction for a violation of any provision of this chapter which is not a violation of any provision of the Vehicle and Traffic Law of the State of New York shall, for a first conviction thereof, be punished by a fine of not more than $50; for a second such conviction within 18 months thereafter, such person shall be punished by a fine of not more than $100; upon a third or subsequent conviction within 18 months after the first conviction, such person shall be punished by a fine of not more than $250.
