A. 
The Board of Trustees of the Incorporated Village of Old Westbury (hereinafter "Board of Trustees"), acting in its capacity as the Board of Water Commissioners, recognizes the importance of the conservation, protection and preservation of the Village's historically, architecturally, aesthetically and naturally significant properties, sites, structures and buildings and intends to create a classification for such high-volume water users so as to facilitate their maintenance and ensure their conservation and preservation. Such a classification will help preserve, stabilize and improve the Village's open space, beauty, character and quality and enhance the general public's scenic enjoyment.
B. 
Maintenance of the large acreage of these properties requires a large amount of water. Therefore, the Board of Trustees enacts this article to conserve the natural values of such properties, conserve and protect the special animal and plant populations and maintain the properties' current natural, scenic and open conditions for this generation and future generations.
Any property owned by a not-for-profit corporation of more than 50 acres in the Village which is being used as a public horticultural garden and arboretum so that it results in the preservation and maintenance of natural scenic and open space shall pay water rents as set by the Board of Trustees.
