As used in this chapter, unless the context or subject matter otherwise
requires, the following terms shall have the meanings indicated:
A person employed by a licensed master electrician performing electrical
work for which a permit is required under the direct and immediate supervision
of a journeyman electrician or the licensed master electrician. An apprentice
must be 18 years of age.
The Board of Electrical Examiners of the City of Oneonta, New York,
established pursuant to § 20, Subdivision 27, of the General City
Law.
A person skilled by education and training in the installation of
electrical wiring and equipment, and one who meets any of the following qualifications:
four years' experience doing electrical work for which a permit is required
under the supervision of a licensed master electrician or three years'
experience doing electrical work for which a permit is required under the
supervision of a licensed master electrician, plus the equivalent of one year
schooling at an accredited electrical trade school or in an approved apprentice
training program.
Any person who possesses a limited residential electrician's
license in accordance with the provisions of this chapter and is therefore
permitted to engage in the business of installing, altering, maintaining and
repairing any electrical systems and/or equipment to be used for supplying
electrical energy for light, heat, power and smoke detectors in new or old
dwellings intended or designed for or used only as the home or residence of
not more than three distinct families. A limited residential electrician may
not engage in the business of installing, altering, maintaining or repairing
intrusion alarm systems, fire alarm systems and sprinkler systems, unless
licensed by New York State for that purpose.
Any person who possesses a master electrician's license in accordance
with the provisions of this chapter and is therefore permitted to engage in
the business of installing, altering, maintaining or repairing any electrical
system and/or equipment to be used for supplying electrical energy for light,
heating and power. A master electrician may not engage in the business of
installing, altering, maintaining or repairing intrusion alarm systems, fire
alarm systems and sprinkler systems, unless licensed by New York State for
that purpose.
A person who can perform electrical maintenance work limited to and
including the repair and replacement of receptacles, thermostats, ballasts,
and lighting fixtures; lights to be replaced with a similar type.

Membership and appointment. There is hereby established
in and for the City the board to be known as the "Board of Electrical Examiners."
This Board shall consist of five persons, two of whom shall be residents of
the City, except the members who shall be the representative of a city-approved
electrical inspection agency and the representative of any public utility.
The Board shall be appointed by the Mayor, as hereinafter set forth, with
the consent of the Common Council.

Qualifications of members. At least one member shall
be a representative of a City-approved electrical inspection agency. One member
shall be from the Fire Department. One member shall be a representative of
the public service corporation furnishing electricity for the public use in
the City. At least two members shall not require any qualifications, except
to be residents of the City of Oneonta. One member shall be a master electrician
licensed in the City of Oneonta. At the first meeting of each year, the member
from the Fire Department and the member from the public service corporation
furnishing electricity for public use in the City shall appoint and file in
writing with the City Clerk a named designee to attend meetings in their absence.
Such designees shall be subject to approval by the Common Council. Designees
shall have the same voting rights as the named Board members when attending
as a designee.

Terms of members. Of the members appointed, one shall
be appointed for a term of one year, two for terms of two years, and two for
terms of three years, except that they may continue to serve after the expiration
of their respective terms of office until their successors have been appointed
and qualified. The successors of all such members shall be appointed for a
term of three years; except that they may continue to serve after the expiration
of the respective terms of office until their successors have been appointed
and qualified.

Vacancies. A vacancy occurring in the membership of the
Board from any cause shall be filled by the Mayor for the unexpired term of
the member whose office has become vacant.

Removal. Any member of the Board may be removed at the
absolute discretion of the Mayor or the Common Council.

Quorum; organization; meetings. A majority of the membership
of the Board shall constitute a quorum. The Board shall elect its own Chairman
and Secretary, who shall both be members of the Board. The Board shall meet
as required by call of the Chairman.

Examinations. The Board shall examine at the direction
of the Chairman such applicants as have duly applied to the Board of Electrical
Examiners for licensing as electricians, and their determination with reference
to the qualifications and fitness of such applicants shall be final. Examinations
shall be in written form and shall be given at least one time per calendar
year.
