All installation of electrical work, all extensions thereto and all alterations thereof within the City of Oneonta will be in conformity with the provisions of this chapter and in conformity with the provisions of § 374-a of the Executive Law of the State of New York[1] that the City of Oneonta in the County of Otsego and State of New York hereby accepts the applicability of the National Electrical Code as sponsored by the National Fire Protection Association in its entirety and with all its amendments.

A. 
Application for inspection. It shall be a violation of this chapter for any person, firm or corporation to install or cause to be installed or to alter electrical wiring for light, heat or power in or on properties in the City until an application for inspection has been filed with a city-approved electrical inspection agency. An application for inspection and a certificate of compliance are required only if a building permit is required for the construction being done or if requested by the property owner.
B. 
Temporary certificate. It shall be a violation of this chapter for any person to connect or cause to be connected electrical wiring in or on properties for light, heat or power to any source of electrical energy supply prior to the issuance of a temporary certificate.
A. 
Connection. It shall be unlawful for any person to make connection from a source of electrical energy to any electric wiring, devices, appliances or equipment for the installation, extension or alteration of which a building permit is required by law until a certificate of approval has been issued authorizing such connection and the use of such wiring, devices, appliances or equipment.
B. 
Reconnection. It shall be unlawful for any person to make connection from a source of electrical energy to any electric wiring, devices, appliances or equipment which has been disconnected or ordered to be disconnected by the Inspector, or the use of which has been ordered by the Inspector to be discontinued until a certificate of approval has been issued by him or her authorizing the reconnection and use of such wiring, devices, appliances or equipment.
A. 
Duty of permit holder. Upon commencement of work in accordance with the building permit issued, it is the duty of the licensed electrician or the person obtaining such permit to notify the duly authorized agent of a city-approved electrical inspection agency, who will make the necessary inspections.
B. 
Authority of inspectors. The Chief Inspector, duly appointed as the representative of a city-approved electrical inspection agency and authorized and required as such representative to make electrical inspection within the City or within an area which includes the City, and each of his or her duly appointed deputy and assistant inspectors, are hereby authorized and deputized, as agents of the City, to make inspections and reinspections of all electrical installations within the City of Oneonta and all extensions thereto and alterations thereof and to approve or disapprove the same.
C. 
Restrictions on inspectors. No inspector shall engage in the business of licensed electrician, either directly or indirectly, nor shall he have any financial interest in or connection with any firm conducting such business.
D. 
Right of entry to disconnect. The inspector shall have the right, during reasonable hours, to enter any building in the discharge of his or her official duties or for the purpose of making any inspections, reinspection or test of the installation of electrical wiring, devices, appliances and equipment contained therein, and to report to the Chief of the Fire Department and the City Engineer, either of whom shall enforce all the provisions of this chapter, where necessary for the safety of life or property, or where such wire may interfere with the work of the Fire Department.
E. 
Orders; certificate of compliance. The inspector shall make periodically a thorough inspection of the installation of all electric wiring devices, appliances and equipment now or hereafter installed within the City and within the scope of this chapter, and when any such installation is found to be dangerous, defective or in unsafe condition, the person owning, using or operating the same shall be notified in writing and shall make the necessary repairs or changes required to place the same in safe condition and have such work completed within 15 days or such longer time as may be specified by the inspector in such notice. The inspector, or his/her designated deputy, shall inspect all electrical work done in the City for workmanship and compliance with this chapter. If such wiring or work is in conformity with this chapter, a certificate of compliance shall be issued to the property owner by the inspector.
F. 
Electrical inspection agency required for reinspection. The reinspection of all repairs or changes required as a result of an inspection by an electrical inspection agency shall be performed by the same electrical inspection agency that performed the inspection at which the repairs or changes were initially required.
Installation of electrical work which fails to pass inspection shall be corrected to the satisfaction of the inspector to conform to proper installation standards pursuant to the requirements of this chapter.
