All facilities and wires for the supply and distribution of electrical
energy, telephone, telegraph and cable television service construction after
the chapter is in effect in the City of Oneonta in the entire area known and
described as the "Central Business Plaza, Urban Renewal Area, Project No.
NYR-177," shall be installed underground except appurtenances and equipment,
such as surface mount transformers, pedestal-mounted terminal boxes and meter
cabinets and concealed ducts.
