In the event that any person required to obtain a plumbing permit shall fail to do so as required in § 210-8 or any person having obtained such permit fails to perform and obey the lawful orders and requirements of the Plumbing Inspector or other duly constituted authority, he may direct the Water Department to discontinue and shut off water service to such premises; provided, however, that due notice shall be given in writing to the person required to obtain such permit or required to obey such orders at least three days before termination of water service. Water service so discontinued shall be promptly resumed after the permit is obtained or the orders complied with, as the case may be, and the plumbing work approved by the Plumbing Inspector.
A. 
Any person violating any of the provisions of this chapter or any rules and regulations of the Common Council, or of the Board of Health, or of the Examining Board of Plumbers regulating the plumbing and drainage of buildings in the City shall be punished as prescribed in § 1-18 of this Code.
B. 
In addition, if such person be a licensed plumber, or a heating, ventilating and air-conditioning contractor, he shall forfeit any certificate of competency or registration which he may hold under the provisions hereof.
