Traffic control signals shall be installed, maintained and operated at the designated intersections as follows:
Center Street and Church Street
A pretimed traffic control signal at the above intersection consisting of the following:
A.
A three-section, three-face, eight-inch signal head; a three-section, two-face, eight-inch signal head to control traffic on Center Street traveling west and traffic on Church Street traveling north; a three-section, one-face, eight-inch signal head to control traffic on Center Street traveling east.
B.
Sequence of operation: fully automatic traffic control signal.
C.
Emergency operation: can be manually operated from controller located on the utility pole at the above intersection.
Center Street and Elm Street
A pretimed traffic control signal at the above intersection consisting of the following:
A.
A three-section, four-face, eight-inch signal head; a three-section, two-face, eight-inch signal head to control traffic on Center Street traveling west and traffic on Elm Street traveling south; a three-section, two-face, eight-inch signal head to control traffic on Center Street traveling east and traffic on Elm Street traveling north.
B.
Sequence of operation: fully automatic traffic control signal.
C.
Emergency operation: can be manually operated from the controller located on the traffic signal pole at the intersection of Center Street and Maple Street.
Center Street and Maple Street
A pretimed traffic control signal at the above intersection consisting of the following:
A.
A three-section, four-face, eight-inch signal head; a three-section, two-face, eight-inch signal head to control traffic on Center Street traveling west and traffic on Maple Street traveling south; a three-section, two-face, eight-inch signal head to control traffic on Center Street traveling east and traffic on Maple Street traveling north.
B.
Sequence of operation: fully automatic traffic control signal.
C.
Emergency operation: can be manually operated from controller located on traffic signal pole at the above intersection.
Chestnut Street and Church Street
A pretimed traffic control signal at the above intersection consisting of the following:
A.
A three-section, three-face, eight-inch signal head.

Sequence of operation. Fully automatic traffic control signal.
C.
Emergency operation: can be manually operated from controller located on utility pole.
Chestnut Street and West End Avenue
A semi-traffic-actuated traffic control signal at the above intersection consisting of the following:
A.
A three-section, four-face signal head, a three-section two-face signal head to control traffic on Chestnut Street traveling east and control traffic on West End Avenue traveling south, a three-section, one-face signal head to control traffic on Chestnut Street traveling west.
B.
A microwave vehicle detector on pole to actuate signal when traffic on West End Avenue passes under it.
C.
Sequence of operation.
(1)
Normal operation: traffic control signal indicates green for traffic on Chestnut Street and red for traffic on West End Avenue.
(2)
Microwave vehicle detector: actuation causes traffic control signal to act as fully automatic traffic control signal to permit pedestrian and vehicular traffic to cross and enter Chestnut Street, then reverts to normal operation.
(3)
Automatically changes to flashing amber on Chestnut Street and flashing red on West End Avenue for a predetermined period of time.
Chestnut Street and West Street
A semi-actuated traffic control signal at the above intersection consisting of the following:
A.
A three-section, three-face, eight-inch signal head to control traffic on Chestnut Street and traffic exiting the private driveway with a green, twelve-inch arrow section to permit left turn onto West Street for traffic proceeding east on Chestnut Street, a three-section, two-face, eight-inch signal head to control traffic on Chestnut Street traveling east and traffic on West Street traveling south, a three-section, two-face, eight-inch signal head to control traffic on West Street traveling south and traffic exiting the private driveway, a three-section, one-face, eight-inch signal head controlling traffic on Chestnut Street traveling west with a green twelve-inch arrow section to permit right turn onto West Street for traffic proceeding west.
B.
Pedestrian push buttons and two-section pedestrian crosswalk signals on crosswalks crossing Chestnut Street and West Street.
C.
Vehicle loop detectors on Chestnut Street, West Street and private driveway.
D.
Sequence of operation.
(1)
Normal operation: (Phase II). Traffic control signal indicates green for traffic on Chestnut Street and red for traffic on West Street and the private driveway.
(2)
Pedestrian push button. Actuation causes traffic control signal to act as a fully automatic traffic control signal with pedestrian crosswalk signal allowing pedestrians to cross Chestnut Street or West Street.
(3)
Vehicle loop detectors. Actuation of loop detector on Chestnut Street (Phase I) causes traffic control signal to act as a fully automatic traffic control signal with green arrow and solid green light permitting left turn onto West Street and straight on Chestnut Street for traffic traveling east, all other directions are red; then reverts to normal operation (Phase II) or when actuation of loop detector on West Street (Phase III) causes traffic control signal to act as a fully automatic traffic control signal with solid green light on West Street permitting traffic traveling south to turn right, left or proceed straight ahead for traffic traveling south and with green arrow on Chestnut Street permitting right turn onto West Street for traffic traveling west on Chestnut Street with all other indicators red, then reverts to normal operation or when actuation of loop detector in private driveway (Phase IV) causes traffic control system to act as a fully automatic traffic control signal with solid green light on private driveway permitting traffic traveling north to turn right, left on Chestnut Street or proceed straight ahead onto West Street for traffic traveling north; all other indications are red; then reverts to normal operation (Phase II).
E.
Emergency operation: can be manually operated from controller located on traffic signal post.
East Street and Oneonta Senior High School Driveway
A semi-traffic actuated traffic control signal at the above intersection consisting of the following:
A.
A three-section, three-face, eight-inch signal head with green arrow to permit right turn on East Street for traffic proceeding north.
B.
Pedestrian push buttons and two-section pedestrian crosswalk signals on crosswalk north of school driveway extended.
C.
Sequence of operation.
(1)
Normal operation: traffic control signal indicates green for traffic on East Street and red for traffic on school driveway.
(2)
Push button on microwave vehicle detector: actuation causes traffic control signal to act as a fully automatic traffic control signal with green arrow permitting right turn into school driveway for traffic proceeding north on East Street while red is displayed on East Street, to permit pedestrian and vehicular traffic to cross and enter East Street; then reverts to normal operation.
East Street and Spruce Street
A pretimed traffic control signal at the above intersection consisting of the following:
A.
A three-section, four-face, eight-inch signal head.
B.
Sequence of operation: fully automatic traffic control signal.
Main Street with Chestnut Street and Chestnut Street Extension
A semi-traffic-actuated traffic control signal at the above intersection consisting of the following:
A.
A three-section, two-face, eight-inch signal head to control traffic on Main Street traveling northeast and traffic on Chestnut Street traveling southeast. A combination three-section, eight-inch and two-section twelve-inch with arrow, one-face signal head to control traffic on Main Street traveling northeast and turning left onto Chestnut Street, a three-section, two-face, eight-inch signal head to control traffic on Main Street traveling southwest and traffic on Chestnut Street traveling southeast, a three-section, one-face, eight-inch signal head to control traffic on Main Street traveling southwest.
B.
Pedestrian push-button and pedestrian crosswalk signals on crosswalks crossing Main Street, Chestnut Street and Chestnut Street Extension.
C.
Vehicle loop detector on Chestnut Street and left turn lane on Main Street for traffic traveling northeast turning onto Chestnut Street.
D.
Sequence of operation.
(1)
Normal operation. Traffic control signal indicates a green for traffic on Main Street and a red for traffic on Chestnut Street.
(2)
Pedestrian push-button. Actuation causes traffic control signal to act as a fully-automatic traffic control signal with pedestrian crosswalk signal allowing pedestrians to cross Main Street or Chestnut Street or Chestnut Street Extension.
(3)
Vehicle loop detector. Actuation of loop detector on Main Street causes traffic control signal to act as a fully automatic traffic control signal with green and amber arrow and solid green light permitting left turn onto Chestnut Street and straight on Main Street for traffic traveling northeast, all other indications red; then reverts to normal operation or when actuation of loop detectors on Chestnut Street causes traffic control signal to continue to act as a fully automatic traffic control signal with solid green light on Chestnut Street permitting traffic to turn right, left or proceed straight ahead for traffic traveling southeast; with all other indications red, then reverts to normal operation.
Main Street and Dietz Street
A semi-traffic-actuated traffic control signal at the above intersection consisting of the following:
A.
A three-section, two-face, eight-inch signal head to control traffic on Main Street traveling east and pedestrians crossing Main Street traveling north, a three-section, two-face, eight-inch signal head to control traffic on Main Street traveling west and pedestrians crossing Main Street traveling north, a three-section, two-face, eight-inch signal head to control traffic on Main Street traveling east and traffic on Dietz Street traveling south, a three-section, two-face, eight-inch signal head to control traffic on Main Street traveling west and traffic on Dietz Street traveling south.
B.
Pedestrian push button on crosswalks crossing Main Street and Dietz Street.
C.
Vehicle loop detector on Dietz Street.
D.
Sequence of operation.
(1)
Normal operation. Traffic control signal indicates green for traffic on Main Street and red for traffic on Dietz Street.
(2)
Pedestrian push button or vehicular loop detector: actuation causes traffic control signal to act as a fully automatic traffic control signal with green indicator for Dietz Street and red indicators for Main Street; then reverts to normal operation.
E.
Emergency operation: can be manually operated from controller located on the northwest corner of the intersection.
Main Street with Ford Avenue and South Main Street
A semi-traffic-actuated traffic control signal at the above intersection consisting of the following:
A.
Two, three-section, two-face, eight-inch signal heads to control traffic on Main Street traveling east and west; two, three-section, one-face, eight-inch signal heads to control traffic on Ford Avenue traveling south; two, three-section, one-face, eight-inch signal heads to control traffic on South Main Street traveling north.
B.
Pedestrian push buttons on crosswalks crossing Main Street, South Main Street and Ford Avenue.
C.
Vehicle loop detectors on South Main Street and Ford Avenue.
D.
Sequence of operations.
(1)
Normal operation: traffic control signal indicates green for traffic on Main Street and red for traffic on Ford Avenue and South Main Street.
(2)
Pedestrian push button or vehicular loop detector: actuation causes traffic control signal to act as a fully automatic traffic control signal with green indicator for Ford Avenue and South Main Street and red indicators for Main Street; then reverts to normal operation.
E.
Emergency operation: can be manually operated from controller located on the southeast corner of the intersection.
Main Street with James F. Lettis Highway and Maple Street
A semi-vehicle-actuated traffic control signal at the above intersection consisting of the following:
A.
A three-section, one-face, eight-inch signal head to control traffic on Main Street, traveling east; a three-section, two-face, eight-inch signal head to control traffic on Main Street traveling east and traffic on James F. Lettis Highway, traveling north. A combination three-section, eight-inch with one, one-section, twelve-inch green arrow, one-face signal head to control traffic on Main Street traveling west and turning left onto James F. Lettis Highway, a three-section, one-face, eight-inch signal head to control traffic on James F. Lettis Highway traveling north, a combination, three-section, eight-inch with one-section, twelve-inch green arrow, three-face signal head to control traffic on Main Street traveling west and traffic on Maple Street traveling south and traffic on James F. Lettis Highway turning left onto Main Street with a green arrow, a three-section, one-face, eight-inch signal head to control traffic on Maple Street traveling south.
B.
Vehicle loop detector in left turn lane on Main Street for traffic traveling west, and on Maple Street and on James F. Lettis Highway.
C.
Sequence of operation.
(1)
Normal operation. Traffic control signal indicates green for traffic on Main Street and red for traffic on James F. Lettis Highway and Maple Street.
(2)
Vehicle loop detector. Actuation of loop detector on Main Street causes traffic control signal to act as a fully automatic traffic control signal with green arrow and solid green light permitting left turn onto James F. Lettis Highway and straight on Main Street for traffic traveling west, all other indications are red; then reverts to normal operation or when loop detectors on James F. Lettis Highway or Maple Street are actuated causes traffic control signal to continue to act as a fully automatic traffic control signal with solid green light on James F. Lettis Highway and Maple Street permitting traffic on James F. Lettis Highway to travel straight onto Maple Street and turn left onto Main Street for traffic traveling north and traffic on Maple Street to turn right onto Main Street, left onto Main Street or continue straight onto James F. Lettis Highway for traffic traveling south; all other indications are red; then reverts to normal operation or when loop detector in left turn only lane is actuated causes traffic control signal to continue to act as a fully automatic traffic control Signal with green arrow and solid green light permitting traffic to make left turn onto Main Street and continue straight onto Maple Street for traffic traveling south; all other indicators red; then reverts to normal operation.
Main Street and Market Street
A semi-traffic-actuated traffic control signal at the above intersection consisting of the following:
A.
A three-section, three-face, eight-inch signal head; a three-section, two-face, eight-inch signal head to control traffic on Main Street traveling northeast and traffic on Market Street traveling southwest; a three-section, one-face, eight-inch signal head to control traffic on Main Street traveling southwest; a four-section, one-face, eight-inch signal head to control traffic exiting the firehouse.
B.
Vehicle loop detector on Market Street.
C.
Emergency override push button located in the fire station.
D.
Sequence of operation.
(1)
Normal operation. Traffic control signal indicates green for traffic on Main Street and red for traffic on Market Street and the fire station.
(2)
Vehicle loop detectors. Actuation of loop detector on Market Street causes traffic control signal to act as a fully automatic traffic control signal with green light on Market Street and a green arrow on Main Street permitting right turn onto Market Street for traffic traveling northeast, with all other indications red, then reverts to normal operation.
E.
Emergency operation: can be manually operated from emergency override push button in fire station to act as a fully automatic traffic control signal with a green light for traffic exiting the fire station with all other indications red; then reverts back to normal operation.
Main Street and River Street and Neahwa Place
A pretimed traffic control signal at the above intersection consisting of the following:
A.
A three-section, four-face, eight-inch signal head; a three-section, two-face, eight-inch signal head to control traffic on Main Street traveling south and traffic on River Street traveling east; a three-section, two-face, eight-inch signal head to control traffic on Main Street traveling north and traffic on Neahwa Place traveling west.
B.
Sequence of operation: fully automatic traffic control signal.
Main Street and Rose Avenue
A semi-actuated traffic control signal at the above intersection consisting of the following:
A.
A three-section, three-face, eight-inch signal head.
B.
A microwave vehicle detector mounted on pole to actuate signal when traffic on Rose Avenue passes in front of it.
C.
Sequence of operation.
(1)
Normal operation. traffic control signal indicates green for traffic on Main Street and red for traffic on Rose Avenue.
(2)
Microwave vehicle detector. Actuator causes traffic control signal to act as a fully automatic traffic control signal to permit pedestrians and vehicular traffic to cross and enter Main Street, then reverts to normal operation.
D.
Emergency operation: can be manually operated from controller located at southeast corner of intersection.
Main Street and Seventh Street
A pretimed traffic control signal at the above intersection consisting of the following:
A.
A one-section, four-face, eight-inch signal head.
B.
Sequence of operation. Automatic timer causes controller to flash amber on Main Street and flash red on pedestrian crossing on Seventh Street during school hours.
Main Street and Third Street
A pretimed traffic control signal at the above intersection consisting of the following:
A.
A three-section, three-face, eight-inch signal head.
B.
Sequence of operation.
(1)
Fully automatic traffic control signal.
(2)
From 10:00 p.m. to 6:00 a.m.: signal manually changed to flashing amber on Main Street and flashing red on Third Street.
Main Street and Walling Avenue
A pretimed traffic control signal at the above intersection consisting of the following:
A.
A three-section, three-face, eight-inch signal head.
B.
Sequence of operation.

Fully automatic traffic control signal.
(2)
From 10:00 p.m. to 6:00 a.m.: signal manually changed to flashing amber on Main Street and flashing red on Walling Avenue.
River Street and Wilcox Avenue
A pretimed traffic control signal at the above intersection consisting of the following:

A three-section, four-face, eight-inch signal head.

Sequence of operation. fully automatic traffic control signal.
Spruce Street and Ford Avenue
A pretimed traffic control signal at the above intersection consisting of the following:
A.
A one-section, four-face, minimum eight-inch signal head.
B.
Sequence of operation: flashes red on Spruce Street and flashes red on Ford Avenue.
Spruce Street and Maple Street
A pretimed traffic control signal at the above intersection consisting of the following:
A.
A one-section, four-face, eight-inch signal head.
