The parking of vehicles is hereby prohibited for a period of longer than one hour from 8:00 a.m. to 6:00 p.m. except Sundays and holidays on any of the highways or streets described in § 282-31A above.

The parking of vehicles is hereby prohibited for a period of longer than two hours from 8:00 a.m. to 6:00 p.m., except Sundays and City holidays, in the following public parking lots:

B. 
Dietz Street Parking Lot.

Parking is permitted in the Dietz Street Parking Lot as follows:

(a) 
Approximately 56 spaces in the southern section of the lot and northern section of the lot will be posted "2 Hour Parking - 6:00 a.m. - 8:00 p.m. Monday - Sunday."
(b) 
Approximately 107 spaces in the northern section and southwest section of the lot will be posted "4 Hour Parking - 6:00 a.m. - 8:00 p.m. Monday - Saturday."
(c) 
Approximately 93 spaces in the center section of the lot will be posted "No Parking 5:00 a.m. - 6:00 a.m."
(d) 
Two spaces in the east center of the lot will be posted "No Parking Nov. 1 - April 1."
(2) 
Parking in all sections of the Dietz Street Parking Lot is prohibited from 12:00 midnight Tuesday to 6:00 a.m. Wednesday.
C. 
Fairview Parking Lot.

(1) 
Parking is permitted in the Fairview Street Parking Lot as follows:
(a) 
The eastern seven parking spaces will be posted "Two-Hour Parking - 7:00 a.m. - to 8:00 p.m. Monday - Saturday."
(b) 
The first parking space in the "Two-Hour Parking - 7:00 a.m. - 8:00 p.m. Monday - Saturday" will be reserved for the handicapped.
(2) 
Parking in the six western spaces of the Fairview Street Parking Lot is prohibited from 5:00 a.m. to 6:00 a.m. daily.
D. 
Wall Street Parking Lot.

(1) 
Parking is permitted in the Wall Street Parking Lot as follows: All parking spaces throughout will be posted "2 Hour Parking - 7:00 a.m. to 8:00 p.m. - Monday through Saturday.

A. 
Parking in the municipal parking garage will be prohibited from 12:00 midnight on Monday to 6:00 a.m. on Tuesday in the lower level. Parking is prohibited on the middle level from 12:00 midnight Wednesday to 6:00 a.m. on Thursday. Parking is also prohibited on the top level from 12:00 midnight Sunday to 6:00 a.m. on Monday. The prohibition of parking in the garage is not in effect when the Mayor declares a snow emergency.
B. 
Parking is permitted in the lower level of the municipal parking garage on Market Street as follows:

Northern section, approximately 66 spaces as posted: four-hour parking from 6:00 a.m. to 8:00 p.m.
(2) 
Southern section, approximately 92 spaces as posted: no parking from 5:00 a.m. to 6:00 a.m. and no overnight parking.
C. 
Parking is permitted in the middle level of the municipal parking garage on Market Street as follows:

Northern section, approximately 39 spaces as posted: two-hour parking from 6:00 a.m. to 8:00 p.m.
(2) 
Middle section, approximately 43 spaces as posted: four-hour parking from 6:00 a.m. to 8:00 p.m.
D. 
Parking is permitted in the top level of the municipal parking garage on Market Street as follows:

(1) 
Northern section, upper level of the parking garage, approximately 73 spaces as posted: two-hour parking from 7:00 a.m. to 8:00 p.m.
(2) 
Southern section, approximately 45 spaces as posted: four-hour parking from 6:00 a.m. to 8:00 p.m.
(3) 
Western section along Chestnut Street Extension, approximately 13 spaces as posted: no parking from 5:00 a.m. to 6:00 a.m.
A. 
Unless otherwise specified, parking meters shall be in operation during hours coincidental with those hours specified for parking time limits in §§ 282-32 and 282-32 above, in the respective parking meter zones, unless parking, standing or stopping is otherwise prohibited during those hours.
B. 
Parking meters on all City streets or highways and metered parking lots shall be in operation from 8:00 a.m. to 6:00 p.m., except Sundays and holidays.
A. 
City streets. A fee of $0.25 per hour or fraction thereof, up to the maximum parking time permitted in § 282-32 of this article, is hereby established for parking in parking meter zones as established for City streets in § 282-31A of this article.
B. 
Municipal parking lots. The fees for parking in municipal lots are established as follows:
(1) 
Westcott Lot. A fee of $0.25 per hour or fraction thereof.
The Engineering Department shall be responsible for the installation, operation, maintenance, policing and supervision of parking meters in this City.
A. 
Installation.
(1) 
Pavement markings shall be applied, where practicable, outlining parking spaces in parking meter zones established in this article.
(2) 
Parking meters shall be installed immediately adjacent to the parking spaces.
(3) 
No parking spaces shall be applied at, nor meters installed adjacent to, locations where parking, standing or stopping is prohibited pursuant to § 1202 of the Vehicle and Traffic Law or by this chapter or other ordinance of this City where parking spaces are in conflict with such prohibitions.
B. 
Operation.
(1) 
Each parking meter shall operate so as to indicate that the appropriate fee has been deposited in such meter.
(2) 
Each parking meter shall display a signal indicating the expiration of the time period associated with the deposit of fees.
The City Chamberlain shall keep a record of the collection of fees made from all parking meters in this City and shall credit such fees to the general fund.
A. 
Deposit of fee required.
(1) 
No person shall park a vehicle in a parking space of any parking meter zone adjacent to a parking meter during the hours of parking meter operation unless the appropriate fee is immediately deposited in such meter.
(2) 
No person shall park a vehicle in a parking space of any parking meter zone adjacent to a parking meter during the hours of parking meter operation while such meter is displaying a signal indicating the expiration of the time period associated with the deposit of fees.
(3) 
Legal currency required. No person shall deposit or attempt to deposit in any parking meter any slug, button or any other device or substance as substitutes for coins of United States Currency.
