The members of the Police Committee of the Board of Trustees, as such
Committee is constituted and from time to time shall be constituted, established
and appointed as a municipal body of the village, are to be known as the "Police
Committee" and shall have the power and responsibility hereinafter set forth
in this Code.
A.
Said Police Committee shall have the responsibility to
recommend to the Board of Trustees, from time to time, rules and regulations
for adoption pursuant to §§ 1640 and 1640-a of the New York
State Vehicle and Traffic Law. Said Police Committee shall also have the responsibility
to recommend to the Board of Trustees for adoption rules and regulations designating
firesafety zones, bus stops, taxicab stands and other traffic rules and regulations
considered reasonable with respect to traffic as local conditions may require.
B.
Said Police Committee shall have the responsibility to
recommend to the Board of Trustees, from time to time, modifications to the
rules and regulations of the Tarrytown Police Department, new policies or
amendments to existing policies relating to the operation and administration
of the department, personnel matters and other items relevant to the operation
of the Police Department.

Notwithstanding any other local law, ordinance or regulation, it shall
be the responsibility of the Police Committee to recommend to the entire Board
the adoption of amendments to the Code of the Village of Tarrytown relating
to vehicles and traffic or other local laws directly or indirectly impacting
upon the operation and administration of the Police Department.
The regulations heretofore adopted by the Police Committee of the Board
of Trustees pursuant to the ordinance of the village dated October 28, 1946,
posted on November 2, 1946, as amended, are hereby continued in full force
and effect as the initial regulations of said municipal body known as the
"Police Committee" hereinbefore constituted and established, subject to revision
or rescission thereof or additions hereto by said Police Committee.
All business of said Police Committee shall be transacted at personally
attended meetings. A majority of the members of said Police Committee shall
constitute a quorum. All resolutions shall require a majority vote in favor
thereof.
All regulations adopted by said Police Committee shall be subject to
revision and rescission at any time by the Board of Trustees, upon its own
motion or upon application therefor of any interested party.
Said Police Committee shall keep a written record of all its proceedings.
A copy of every regulation, amendment and rescission of regulations shall
be promptly transmitted to the Village Clerk. Said Clerk shall present a copy
of each such action of the Police Committee to the Board of Trustees at the
next meeting of said Board following the receipt by the Clerk of notice of
such action.[1]
