GENERAL REFERENCES
Fire prevention — See Ch. 165.
A.
The Fire Chief shall have the responsibility to recommend to the Board of Trustees any areas at, on or near any interior street, roadway or driveway in which any obstruction due to the parking or placing therein of any automobile, truck, motor vehicle or any other physical object or material will cause interference with the ingress and egress of fire-fighting equipment or which will create a condition dangerous to life or property in the event of fire. Such areas, upon adoption, shall thereupon be marked with standard police signs and/or such other marking deemed necessary and proper by the Fire Chief and/or Police Chief or his designee indicating that said area is a restricted fire zone. The posting of standard police signs to designate a fire zone not officially adopted by ordinance by the Village of Tarrytown is prohibited (see § 163-7).
B.
The parking or placing of any automobile, truck, motor
vehicle or any other physical object or material within any such restricted
fire zone is hereby expressly prohibited.
C.
Said signs and markings shall be installed and maintained
at the expense of the owner of the property, who shall be responsible
to have the signs and/or pavement markings installed forthwith and
maintained as necessary. Should the owner fail to install or maintain
the required signs or markings, they may be installed and/or maintained
by the village and the cost of the work billed to the owner, who shall
promptly pay to the Village Treasurer the actual cost thereof as certified
in writing to said Village Treasurer by the Fire Chief or Police Chief.
D.
Notwithstanding and not in limitation of any other provision hereof, no automobile, truck or other motor vehicle and no physical object or material of any nature shall be parked, placed or permitted to remain for any length of time whatever within 20 feet of any fire hydrant or standpipe located at, on or near any interior street, roadway or driveway within any premises classified under Chapter 305, Zoning, as multiple residence.

Summonses for violation of § 163-1 hereof may be issued by any officer of the Tarrytown Police Department. An officer of the Tarrytown Police Department shall be empowered should he/she deem necessary to have any vehicle/object occupying a fire zone towed or removed at the expense of the owner.
All fire zone curbings shall be painted uniformly
with yellow paint approved by the Fire Chief or Police Chief and all
fire zone signs shall be fabricated of a reflective face Scotchlite
material, approved by the Fire Chief or Police Chief, so as to be
visible at night. In connection with all applications for building
permits involving subdivisions, multifamily dwellings or commercial
buildings, the applicant shall submit five plot plans with street
lines, water, sewer and gas utilities, at the applicant's expense,
to the Village Clerk for the use and benefit of the traffic, fire,
water and sewer and engineering departments of the village which layouts
shall be on white cloth with black lines and lettering with a scale
of one inch to 300 feet.
A.
Definition. For the purpose of this chapter, a "fire
lane" shall be a traffic lane of determined width which shall allow
for the free and unimpeded passage of fire apparatus and the necessary
area for the parking of apparatus for fire-fighting operations.
B.
Determination of width. The center of the fire lane
shall be the center line of the mainly traveled portion of the roadway
excluding parking lanes at the curbsides. Equal distances, measured
perpendicularly from the center line on each side shall determine
the width.
C.
The Fire Chief shall have the responsibility to recommend to the Board of Trustees any areas at, on or near any interior street, roadway or driveway in which any obstruction due to the parking or, placing therein of any automobile, truck, motor vehicle or any other physical object or material will cause interference with the ingress and egress of fire-fighting equipment, or which will create a condition dangerous to life or property in the event of fire. Such areas upon adoption shall thereupon be marked with standard police signs and/or such other marking deemed necessary and proper by the Fire Chief or Police Chief or his designee indicating that said area is a restricted fire lane. The posting of standard police signs to designate a fire lane not officially adopted by ordinance by the village is prohibited (see § 163-7). The parking or placing of any automobile, truck, motor vehicle or any other physical object or material within any such restricted fire lane is hereby expressly prohibited. Said signs and markings shall be installed and maintained at the expense of the owner of the property, who shall be responsible to have the signs and/or pavement markings installed forthwith and maintained as necessary. Should the owner fail to install or maintain the required signs or markings, they may be installed and/or maintained by the village and the cost of the work billed to the owner who shall promptly pay to the Village Treasurer the actual cost thereof as certified in writing to said Village Treasurer by the Fire Chief or Police Chief.

The legislative intent behind the prohibition
on using standard police signs to designate a fire zone or fire lane
not officially adopted into village ordinance is to prevent confusion
by the Police Department, Fire Department and the public in determining
which areas are subject to official enforcement action by the Village
of Tarrytown.
