For the purposes of this article, the following terms shall have the meanings indicated:
OWNER
Includes Village residents who lease vehicles for their exclusive use on a month-to-month or year-to-year basis and those who are furnished vehicles for their exclusive use by their employers for periods exceeding 30 days; provided, however, that any such lessee or user shall be entitled to no more than one parking permit at any one time.
PARKING PERMIT
Parking permits issued to residents and nonresidents must be displayed in the passenger or suburban vehicle owned by such person and shall permit such vehicle to be parked free of charge in such areas at such times as provided for in this chapter, when and if such parking space is available in such area. When any vehicle for which a permit is in force is sold, destroyed or transferred, the person to whom such permit was issued shall destroy the parking permit. Upon submission of proof of such sale, destruction or transfer and of the destruction of the decal and the payment of a fee established by resolution of the Board of Trustees, accompanied by an application therefor, the Village Treasurer shall issue a substitute parking permit for another vehicle owned by such person for the balance of the permit period. Any and all expired parking permits shall be removed from the vehicle, and only the current parking permit shall be displayed.

Upon submitting to the Village Treasurer a properly completed, signed application and upon payment of a fee as set by resolution of the Board of Trustees, the Village Treasurer shall issue to any owner of a passenger or suburban vehicle who is a resident of the Village of Tarrytown a resident parking permit consisting of a numbered permit. Such permit shall be valid for a period of no more than one year and shall expire, in any event, on May 31 of each year. Regardless of the number of license plates listed on the permit, the permit shall only be valid on one vehicle at a time.

Upon submitting to the Village Treasurer, Recreation Supervisor or their designee a properly completed application, the Office of the Treasurer or Recreation Department shall issue to any owner of a passenger or suburban vehicle who is a resident of the Village of Tarrytown, a resident recreation parking permit consisting of a numbered permit. Such permit shall be valid for a period of no more than one year and shall expire, in any event, on December 31 of each year. The permit shall only be valid for one vehicle.

A. 
Upon submitting to the Village Treasurer a properly completed, signed application and upon payment of a fee as set by resolution of the Board of Trustees, the Village Treasurer shall issue to any owner of a passenger or suburban vehicle who is a resident of the Village of Tarrytown a downtown resident parking permit consisting of a numbered permit. Such permit shall be valid for a period of no more than one year and shall expire, in any event, on May 31 of each year. Regardless of the number of license plates listed on the permit, the permit shall only be valid on one vehicle at a time.
B. 
Downtown resident parking permits are valid in the following municipal parking lots, subject to specific restrictions where applicable:

Applicants shall select either a carpool permit or an individual permit. The permit may be issued for a period of not more than one year and shall expire, in any event, on May 31 of each year. Regardless of the number of license plates listed on the permit, the permit shall only be valid on one vehicle at a time.

Upon submitting to the Village Treasurer a properly completed signed application and upon payment of a fee as set by resolution of the Board of Trustees, the Village Treasurer shall consider said application as valid and complete for the issuance of a business permit, subject to applicable parking limitations. Such permit shall only be issued to the owner of a passenger or suburban vehicle who is not a resident of the Village of Tarrytown, but who is a merchant, store employee, office worker, business or professional person or other person gainfully employed within the Village of Tarrytown. One permit may be issued for up to four vehicles per parking permit, but in no case may the permit be used on more than one vehicle at a time and shall not be considered a valid permit for the parking of more than one vehicle at a time. Such permit shall be valid for a period of not more than one year and shall expire, in any event, on May 31 of each year. Business permits are valid in the following municipal parking lots, subject to specific restrictions where applicable:

Upon submitting to the Village Treasurer a properly completed signed application and upon payment of a fee as set by resolution of the Board of Trustees, the Village Treasurer shall consider said application as valid and complete for the issuance of a business permit, subject to applicable parking limitations. Such permit shall only be issued to the owner of a commercial vehicle who is a merchant, store employee, office worker, business or professional person or other person gainfully employed within the Village of Tarrytown. One permit may be issued for up to four vehicles per parking permit, but in no case may the permit be used on more than one vehicle at a time and shall not be considered a valid permit for the parking of more than one vehicle at a time. While in use each permit shall be valid for one individual parking space. Vehicles extending beyond one individual parking space shall require an additional permit for each space needed, based on vehicle length. Permits shall be valid for a period of not more than one year and shall expire, in any event, on May 31 of each year.

Carpool permits issued to residents and nonresidents, when such permit is placed in the location within the vehicle designated by the Village of a passenger or suburban vehicle owned by such person(s), shall permit such vehicle to be parked free of charge in such areas at such times as provided for in this chapter, when and if such parking space is available in such area. When any vehicle for which a permit is in force is sold, destroyed or transferred, the persons(s) to whom such permit was issued shall request the issuance of a substitute permit. Upon submission of proof of such sale, destruction or transfer and upon return of the existing carpool permit to the Village Treasurer and the payment of the transfer fee, the Village Treasurer shall issue a substitute permit for the balance of the permit period. Regardless of the number of license plates listed on the permit, the permit shall only be valid on one vehicle at a time.

A. 
Upon submitting to the Village Treasurer a properly completed signed application and upon payment of a fee as set by resolution of the Board of Trustees, the Village Treasurer shall consider said application as valid and complete for the issuance of a commercial vehicle parking permit, subject to applicable parking limitations and pursuant to the conditions set forth herein. A commercial parking permit shall not be issued to a commercial vehicle, as defined in § 291-1, should the commercial vehicle exceed the following standards:
(1) 
Weigh more than 10,000 pounds.
(2) 
Be more than 20 feet in length.
(3) 
Be more than 10 feet in width.
B. 
A parking permit shall not be issued for any trailer, semitrailer or tractor. Commercial vehicles that obtain a parking permit may park in the resident commuter parking lot on Depot Plaza and the nonresident commuter parking lot on Green Street between the hours of 6:00 p.m. and 6:00 a.m., Monday through Friday, and all day on Saturday or Sunday. Commercial parking permits shall not be valid in any other parking lot in the Village of Tarrytown.
C. 
Commercial vehicles larger than the restrictions noted in Subsection A hereinabove, may, upon submitting to the Village Treasurer a properly completed signed application and upon payment of a fee as set by resolution of the Board of Trustees, obtain a commercial vehicle parking permit for oversized vehicles. A commercial vehicle with this permit may take up to two full parking spaces for the parking of the vehicle for which the permit is issued. Commercial vehicles that obtain a parking permit pursuant to this subsection may park in the nonresident commuter parking lot on Green Street between the hours of 6:00 p.m. and 6:00 a.m., Monday through Friday and all day on Saturday or Sunday. Commercial parking permits shall not be valid in any other parking lot in the Village of Tarrytown. A parking permit shall not be issued for any trailer, semitrailer or tractor.

To provide residents and nonresidents alike with a twenty-four-hour permit to be used in the commuter parking lot on the west side of the railroad tracks.
B. 
To provide residents with a temporary long-term parking option when other off-street parking is not available.

A. 
Twenty-four-hour parking permits. A resident may acquire a parking permit valid for a twenty-four-hour period from time of issuance to be used in the commuter parking lot on the west side of the railroad tracks. Residents must provide proof of residency upon purchase. The fee(s) for said permits shall be set by the Board of Trustees and may differ for residents. Said permit must be displayed on the dashboard on the driver's side of the vehicle for which it is issued. It must contain the date and time of issuance and indicate the fee paid.

B. 
Upon payment of the prescribed fee, a resident may acquire a vacation parking permit to allow them to park their vehicle in the McKeel Avenue Parking Lot, and a resident or nonresident may acquire a vacation parking permit to allow them to park their vehicle in Parking Lot D. A vacation parking permit shall be valid for a maximum of 14 consecutive days. Said permit shall be displayed on the driver's side dashboard of the vehicle. The Village shall not issue more than four permits for the McKeel Lot and not more than 10 permits for Parking Lot D for a particular period of time. Fee(s) for such permits shall be established by resolution of the Board of Trustees and shall be added or amended for inclusion of the official fee schedule of the Village.

The following off-street parking areas shall be reserved exclusively for holders of parking permits issued under §§ 291-45 through 291-51 of this article. It shall be unlawful for any person to park any vehicle in such areas unless such person is the holder of a valid parking permit for such vehicle.
