The purpose of this legislation is to provide standards for design and construction of streetways in the City. The standards are formulated so that all streetways may eventually be accepted for maintenance by the City. To achieve this objective, adequate life, ease of operation and maintenance, and standardization of all the City streets have been given primary consideration. Each street shall be designed and constructed as part of a future complete street system in the City.
Any standard or specification referred to shall be understood to be the current version of that standard or specification. The City may require higher standards where it believes they are justified, including but not limited to commercial and industrial projects and multifamily developments. The City will also consider approval of a design or construction method which is not included in these standards.
The list of approved materials is under constant review by the City, and submission of requests for inclusion of new material is encouraged. Such requests should be substantiated by test results, specifications and other data. Listing of a material or component in the list of approved materials or approval of a new material does not prevent the City from requiring inspections or tests deemed by the City to be necessary before such material or component is installed.
A. 
In general, the subdivision plat, development map, site plan and the plan/profiles included in the final submission shall include enough detail to show compliance with design standards. The City may require the submission of design calculations for review by the City's Engineer. In some cases, at the discretion of the City, construction methods shall also be shown.

The City shall require an independent professional engineer, the cost of which is to be borne by the entity constructing the street, to perform continual inspection services during construction of the street.
C. 
Any and all construction activities that do not conform to the required specifications of this article shall be made conforming prior to the issuance of any final approval from the City Building Department or advertising of any lots for sale.
D. 
The Building Department shall not issue any certificate of occupancy until a certification from both the professional engineer advising the entity constructing the street and the City's professional engineer that the street as constructed complies with the City regulations.
E. 
Compliance with construction standards, the approved materials list and approved final submission shall be required during construction. Final approval of the development construction and release of the letter of credit shall be dependent upon such compliance. Construction methods shall conform to manufacturers' recommendations unless otherwise specified in these standards.
Any person or corporation who shall violate any provision of this article shall be subject to a penalty as set forth in Chapter 1, General Provisions, Article III, General Penalty.
