A. 
There shall be created a Recreation Board consisting of five members, who shall be appointed by the Borough Council of the Borough of Catasauqua by resolution. Each member shall serve for a period of four years; however, the initial appointments shall be made in such a manner that the members' terms expire as follows:
(1) 
One member within one year from the date of their appointment.
(2) 
One member within two years from the date of their appointment.
(3) 
One member within three years from the date of their appointment.
(4) 
Two members within four years from the date of their appointment.
B. 
After the expiration of the original terms provided, all members shall be appointed for a term of four years unless dismissed or removed by Council prior thereto. Any vacancies occurring for any reason shall be filled by the Borough Council by appointing an individual to serve the balance of the unexpired term of the member who resigns or is removed.

The duties of the Recreation Board shall be to advise and to make recommendations to Borough Council on recreational programs and services; to assist the Borough Manager in the preparation of the annual budget; plan activities throughout the year and work with the Catasauqua Public Works Department of Recreation Operator in planning activities throughout the summer.
The members of the Board shall elect their own Chairman and Secretary and shall select all other necessary officers to serve for a period of one year. The Chairman shall be responsible for conducting and presiding over the meetings, and the Secretary shall be responsible for keeping and maintaining minutes of each meeting and submitting copies thereof to the Borough Council within 30 days of said meeting. The Board shall conduct at least one meeting for each quarter of a year, a portion of the first of which shall be utilized for the purpose of organizing and electing officers and such other meetings as it shall deem necessary and proper.

All action taken by the Board shall be taken only after a vote of three affirmative votes has been obtained and shall be effective only at a meeting where each member is given at least 48 hours' prior written notice.

By September 30 of each calendar year the Board shall submit in writing a report summarizing:
A. 
Its programs for the year past.
B. 
Problems encountered.
C. 
Recommendations.
D. 
Summary of recommendations for the budget of the next succeeding year.
E. 
Such other matters as it deems appropriate in properly advising Council.
At least one member from the Recreation Committee of Borough Council shall be in attendance at each Recreation Board meeting. The responsibility for said attendance shall be with the Chairman of the Recreation Committee.
