Words and phrases, when used in this chapter,
shall have the meanings ascribed to them in the Vehicle Code of Pennsylvania,[1] as now in force, or as hereafter amended, enacted or reenacted,
except in those instances where the context clearly indicates a different
meaning. The singular shall include the plural and the masculine shall
include the feminine. Whenever any time shall be set forth in this
chapter, such time shall be in accordance with Eastern Standard Time
or Eastern Daylight Saving Time, depending upon which standard of
time shall be in general use in the Borough.

All traffic and parking regulations of a permanent
nature shall be enacted as ordinances or as parts of ordinances or
as amendments to ordinances of the Borough of Catasauqua.
A.
The Mayor, or the police officers of the Borough,
under the direction of the Mayor, shall have the following powers
to regulate traffic and parking temporarily and in time of emergency:
(1)
In the case of fire, flood, storm or other emergency,
to establish temporary traffic and parking regulations.
(2)
In the case of emergency or to facilitate public works
or in the conduct of parades and public events, to restrict or prohibit
parking or traffic in limited areas for periods of not more than 72
hours.
B.
Such temporary and emergency regulations shall be enforced by the Mayor and the police of the Borough in the same manner as permanent regulations. Any person who shall operate or park a vehicle in violation of any such regulations shall, upon conviction, be sentenced to pay a fine of $25 and costs. It shall be the duty of all police officers and parking enforcement personnel of the Borough to report to the Mayor all violations of any provision of § 260-3, indicating in each the license number of the vehicle involved in the violation, the location where the violation took place, and any other fact that might be necessary in order to secure a clear understanding of the circumstances attending the violation. The police officer or other person making the report shall also attach to or place upon every vehicle a notice stating that the vehicle was parked in violation of this section. The notice shall contain instructions to the owner or driver of the vehicle that if he or she will report to the office of the Police Department and pay the sum of $30 within 72 hours after the time of the notice, that act will save the violator from prosecution and from payment of the fine and costs prescribed in the first sentence of this section.

C.
The Mayor and the police officers of the Borough shall
further have the authority to regulate traffic on the highways of
the Borough by signs or other devices; and, by painted markings on
the highways, they may show crosswalks and the places and manner in
which vehicles may be parked; and, by painting the curb, they may
show that alongside it no vehicle may be parked, all subject to such
modifications as the Council may make from time to time.
The Borough Council may from time to time temporarily
designate places upon the streets and alleys in the Borough in which,
for a period of not more than three months, specified traffic or parking
regulations. prohibitions or restrictions shall be in force and effect,
and shall designate such locations by proper signs and markings. Such
regulations, prohibitions and restrictions shall be effective just
as if they had been specified in this chapter. No person shall violate
any such regulation, prohibition or restriction or shall remove, injure,
destroy or deface any sign or marking erected by authority of this
section. Any person who shall violate any of the provisions of this
section or who shall remove, injure, destroy or deface any sign or
marking erected by authority of this section shall, upon conviction
thereof, be liable to the penalty set forth in the law or elsewhere
in this chapter for a violation of such nature, and, in case of a
violation for which no specific penalty is set forth in the law or
elsewhere in this chapter, to a fine of not more than $10 and costs
of prosecution, and, in default of payment of such fine and costs,
to imprisonment in the County Jail for not more than five days. Provided:
the purpose of this section is to allow for the test and experimental
determination of the feasibility and desirability of permanent changes
in the ordinances of the Borough regulating traffic and parking.
The police officers of the Borough are hereby
given authority to direct traffic on the highways of the Borough,
and at intersections thereof.
No person shall operate any motor vehicle longitudinally
upon any sidewalk in the Borough, nor shall any person operate any
motor vehicle upon or across any sidewalk except in order to gain
access to or egress from a driveway or alley at such locations where
the curb, if such sidewalk is curbed, shall have been properly cut
down for the purpose. Any person who shall violate any of the provisions
of this section shall, upon conviction thereof, be sentenced to pay
a fine of not more than $50 and costs of prosecution, and, in default
of payment of such fine and costs, to imprisonment in the County Jail
for not more than 10 days.

of such fine and costs, to imprisonment in the County Jail for not

The Mayor is hereby authorized to designate
as "play highways," whenever he shall deem such action advisable and
for whatever period of time directed by him, any portion of any street
or alley in the Borough whereon sledding and coasting shall be permitted.
No person shall operate a motor vehicle upon any play highway at any
time when such highway shall be so designated, except in cases of
emergency, with special permission of the Mayor or of the police officer
in charge, who shall first clear such highway of all persons using
such highway for the purpose for which it was set apart. Any person
who shall violate any of the provisions of this section shall, upon
conviction thereof, be sentenced to pay a fine of not more than $10
and costs of prosecution, and, in default of payment of such fine
and costs, imprisonment in the County Jail for not more than five
days.

A.
No person shall operate, nor shall the owner of a
vehicle permit the operation of, any self-propelled vehicle for pleasure
purposes upon the public lands or sidewalks of the Borough of Catasauqua.
B.
Any person who shall violate any of the provisions
of this section shall, upon conviction thereof, be sentenced to pay
a fine of not more than $300 and costs of prosecution, and, in default
of payment of such fine and costs, to imprisonment for not more than
10 days.
C.
Any person found guilty of violating an ordinance shall be assessed
court costs and reasonable attorneys’ fees incurred by the Borough
in the enforcement proceedings.

A.
Maximum
weight limit of five tons established.
(1)
The following portions of streets are set aside only
for use by passenger motor vehicles and commercial vehicles not exceeding
five tons gross vehicular weight and it shall be unlawful for any
person to operate any truck or other commercial vehicle in excess
of five tons, except as necessary in order to pick up or to deliver
goods, wares or merchandise from or to any property located upon any
such portion of street:
(2)
Any person who shall violate any of the provisions
of this section shall, upon conviction thereof, be sentenced to pay
a fine of not more than $25 and costs of prosecution, and, in default
of payment of such fine and costs, to imprisonment in the County Jail
for not more than 10 days.
(3)
Any person found guilty of violating an ordinance shall be assessed
court costs and reasonable attorneys’ fees incurred by the Borough
in the enforcement proceedings.
B.
Weight
limit established for Church Street Bridge over Catasauqua Creek.
(1)
No
vehicle shall be permitted on or shall pass through or upon the Church
Street Bridge over the Catasauqua Creek in the Borough of Catasauqua
in excess of 34 tons, except combination loads of up to 40 tons.
(2)
The
appropriate weight limitation signage shall be erected and maintained
designating the weight limitation in accordance with the PennDot specifications
for signage.
(3)
Any
person operating a vehicle or combination of vehicles upon the Church
Street Bridge in violation of this subsection shall be guilty of a
summary offense and, upon conviction, will be sentenced to pay a fine
of $150, plus $150 for each 500 pounds, or part thereof, in excess
of 3,000 pounds over the maximum allowable limit.
(4)
This
subsection shall become effective immediately upon installation of
the signs.
C.
Local delivery restriction.

(1)
Trucks are hereby restricted to local deliveries, only, on the following
streets or parts of streets:
(a)
Walnut Street, between Howertown Road to the west and the terminus
of Walnut Street to the east.
(b)
North 14th Street, between Walnut Street to the north and Race
Street to the south.
(c)
Poplar Street, between Circle Drive and Lehigh Street.
(d)

Penalties for violation of this subsection shall, upon conviction
thereof, be in accordance with the Pennsylvania Motor Vehicle Code,
as the same may be amended from time to time.

Any person found guilty of violating an ordinance shall, in addition
to fines and costs of prosecution, be assessed reasonable attorneys'
fees incurred by the Borough in said prosecution or any other enforcement
action.

A.
Straight, and left and right turn lanes be hereby
established in accordance with a plan dated July 14, 1975, as prepared
by the Pennsylvania Department of Transportation. This plan provides
that all traffic in the left lane must turn left and all traffic in
the right lane must either go straight or turn right.
B.
Penalties for violation of this section shall be in
accordance with the prevailing state statutes of the Commonwealth
of Pennsylvania.
C.
Any person found guilty of violating an ordinance shall be assessed
court costs and reasonable attorneys’ fees incurred by the Borough
in the enforcement proceedings.

A.
Signs reading "No Turns on Red" are to be placed at
the intersection of Front and Pine Streets for northbound vehicles
making a right turn onto Pine Street from Front Street.
B.
Signs reading "No Turns on Red" are to be placed at
the intersection of 14th Street and Race Street for eastbound and
westbound vehicles making a right turn onto 14th Street from Race
Street and for north- bound and southbound vehicles making a right
turn onto Race Street from 14th Street.
