The boundary limits of the Borough of Catasauqua are hereby established as a zone in which motor vehicles may remain standing without lights, and all streets and alleys within such boundary limits are hereby designated as streets where motor vehicles may remain standing without lights.

It shall be unlawful to allow any vehicle, except for operable motor vehicles, to remain parked on any street or alley in the Borough of Catasauqua for longer than two hours.

Loading zones. The following portions of streets are hereby designated as loading zones and there shall be no parking in said zones except for the purpose of loading and unloading between the hours of 8:00 a.m. and 6:00 p.m., from Mondays to Saturdays, inclusive [except as herein otherwise provided], effective immediately upon erection of appropriate signs, namely:

A. 
It shall be unlawful to park on any portion of any street or alley, located within an R-1, R-2 or R-3 Residential District as shown on the official Zoning Map of the Borough of Catasauqua, any truck-tractor, tractor or tractor-trailer, except for the purpose of loading and unloading, and then not in any event for a period of longer than one hour.
B. 
It shall be unlawful to park on any street or alley in the Borough of Catasauqua between the hours of 1:00 a.m. and 7:00 a.m. any self-propelled vehicle licensed as a truck tractor and/or trailer having either a registered gross weight or combination weight of 11,000 pounds or greater.
C. 
Excluded vehicles may be parked in these time periods set forth above for the purpose of loading and unloading only.
A. 
Any person who violates any provision of this article shall, upon conviction, be sentenced to pay a fine of $25 and costs. Provided: it shall be the duty of the police officers and of parking enforcement personnel of the Borough to report to the Mayor all violations of any provision of this article, indicating in each case the license number of the vehicle involved in the violation, the location where the violation took place, and any other facts which might be necessary in order to secure clear understanding of the circumstances attending the violation. The police officer or other person making the report shall also attach to or place upon every vehicle a notice stating that the vehicle was parked in violation of this article. The notice shall contain instructions to the owner or driver of the vehicle that if he or she will report to the office of the Police Department and pay the sum of $30 within 72 hours after the time of the notice, that act will save the violator from prosecution and from payment of the fine and costs prescribed in the first sentence of this section.

B. 
Any person who violates fire hydrant parking restrictions of this article shall, upon conviction, be sentenced to pay a fine of $50 and costs.

It shall be the duty of the Borough of Catasauqua to place appropriate signage at each handicap parking location giving notice of the regulations. Signs shall be posted in accordance with the Pennsylvania Motor Vehicle Code. Any other unauthorized person parking within that area shall be in violation of this section and guilty of a summary offense and shall, upon conviction, be sentenced to pay a fine of not less than $50 and no more than $200. Vehicles parked in violation of this section may be towed at the owner’s expense.

No motor vehicle shall be parked, stored, or left in any one parking space upon any street in the Borough of Catasauqua for a period in excess of 72 hours.[1]

Whenever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this section for any person to park a vehicle or allow it to remain parked otherwise.

Except when necessary to avoid conflict with traffic or to protect the safety of any person or vehicle, or in compliance with law or the directions of a police officer or official traffic control device, no person shall stop, stand or park a vehicle at any place where official signs prohibit stopping, standing or parking as defined in Section 102 of the Vehicle Code.[1]
