The following words, when used in this article, shall, unless the context clearly indicates otherwise, mean or include as follows:
BOROUGH
The Borough of Catasauqua.
PERSON
Any natural person, firm, copartnership, association or corporation.
STREET
Every way or place of whatever nature within the Borough of Catasauqua, open to the use of the public as a matter of right, for purpose of vehicular travel.
VEHICLE
Any device in, upon or by which any person or property is or may be transported or drawn upon a public street.
In the event a snow emergency is declared by the Mayor of the Borough or his duly designated representative, six to 10 hours thereafter, as specified by the Mayor or his representative, it shall be unlawful for any person or persons to park or leave parked any vehicle at any place along any new street where official signs have been erected prohibiting parking during snow emergencies, as passed by Borough Council by resolution hereafter.[1]

In the event any street is scheduled by the Mayor, or his duly designated representative, for snow removal, by the posting of said street with notice of snow removal, 12 hours following said posting, it shall be unlawful for any person or persons to park a vehicle at or fail to remove a vehicle from any place along said street. This restriction shall remain in force until the snow removal has been completed, or the posting has been removed by authorized persons.
Any vehicle parked in violation of §§ 260-48 and 260-49 of this article may be removed by any member of the Catasauqua Police Department or his designee. Any vehicle removed may be towed to and placed at any area designated by the Mayor or his duly designated representative, for impounding of vehicles. All costs for removal, towing, storage or parking of any vehicle removed under the provisions of this § 260-50 of this article shall be paid by the owner of said vehicle and the vehicle shall remain impounded until all costs are paid.

A. 
Any person violating § 260-48 of this article, as amended, relating to parking on snow emergency routes during snow emergencies, shall, upon conviction, be sentenced to pay a fine of $50 and costs or imprisonment of not more than five days. It shall be the duty of the police officers and of parking enforcement personnel of the Borough to report to the Mayor all violations of these regulations indicating in each case the license number of the vehicle involved in the violation, the location where the violation took place and any other facts which might be necessary to secure clear understanding of the circumstances attending the violation. The police officer or other person making the report shall also attach to or place upon every vehicle a notice stating that the vehicle was parked in violation of this article. The notice shall contain instructions to the owner or driver of the vehicle that if he or she will report to the office of the Police Department and pay the sum of $35 within 72 hours after the time of the notice, that act will save the violator from prosecution and from payment of the fine and cost prescribed in the first sentence of this subsection.
B. 
Any person violating § 260-49 of this article, relating to parking of vehicle on or failure to remove vehicle from a street scheduled for snow removal, shall, upon conviction thereof, pay a fine or penalty of $25 and costs, and in default of payment of fine and costs, suffer imprisonment for not more than three days. It shall be the duty of the police officers and of parking enforcement personnel of the Borough to report to the Mayor all violations of these regulations indicating in each case the license number of the vehicle involved in the violation, the location where the violation took place and any other facts which might be necessary to secure clear understanding of the circumstances attending the violation. The police officer or other person making the report shall also attach to or place upon every vehicle a notice stating that the vehicle was parked in violation of this article. The notice shall contain instructions to the owner or driver of the vehicle that if he or she will report to the office of the Police Department and pay the sum of $10 within 72 hours after the time of the notice, that act will save the violator from prosecution and from payment of the fine and costs prescribed in the first sentence of this subsection.
C. 
Any person found guilty of violating an ordinance shall be assessed court costs and reasonable attorneys’ fees incurred by the Borough in the enforcement proceedings.
