The Water Department is hereby directed not
to permit any connection to be made with mains for which the assessments
have not been paid.
Service pipes connecting with the street mains
to the house, property or building shall be laid and maintained by
the owner of such house, property or building, and the owner of such
pipe or the property connecting therewith shall be responsible for
any damage caused by leakage or otherwise, in such pipe or any fixture
connected thereto.
