As used in this chapter, the following terms
shall have the meanings indicated:
A gathering of people without vehicles which could be reasonably
considered to interfere with the normal movement of pedestrian or
vehicular traffic on any street.
A group of individuals, vehicles, animals and/or objects
moving along a street in such a way as to be reasonably considered
as interfering with the normal movement of traffic. A procession shall
not include a caravan of emergency vehicles, a funeral procession
or a military convoy.

A.Â
It shall be unlawful for any person to hold or participate in any
assemblage unless the person organizing or conducting the assemblage
first obtains permission from the Clarion Borough Council, which permission,
if granted, shall be granted without fee. However, the Borough reserves
the right to charge the organizer any overtime costs which may result
from the assemblage and may require the organizer to furnish proof
of insurance naming the Borough as additional insured.

A special event permit application, which shall be supplied by the
Borough, must be made at least six months prior to the event or as
soon as practicably possible if the event is scheduled to occur in
less than six months. Where a state-designated highway is proposed
to be used, application must be made at least four weeks in advance
of the proposed date of the assemblage.

The special event application must state the place where and the
date when the assemblage will be held, the hour when the assemblage
will convene and the hour by which it will be completely dispersed.
It shall be unlawful for any person to hold or to participate in any

than that permitted by Council.

procession unless the person organizing or conducting the procession
first obtains permission from Clarion Borough Council, which permission,
if granted, shall be granted without fee. However, the Borough reserves

The special event application must state the date on which the procession
is to be held, the route to be followed by the procession, the hour
when and the place where participants may commence to assemble and
form before the procession is underway, the time the procession may
commence to move along its route, and the time by which the procession
shall have reached the end of its proscribed route and the procession
shall have disbanded. It shall be unlawful for any person to hold
or to participate in any procession unless permission has been granted
or under any conditions as to time or route or otherwise than those
permitted by Council.

Any person who violates any provision of this
chapter shall, upon conviction, be sentenced to pay a fine of $50
and costs and, upon default of payment of fine and costs, be subject
to imprisonment for not more than 10 days.

The Borough Manager may waive the prescribed processing period
upon receipt of the special event request not less than 48 hours in
advance of the scheduled assemblage or procession, as long as the
Manager determines that the event will be concluded within a short
period of time and without adverse impact on public safety and/or
vehicular and pedestrian traffic.
