A. 
The retention and maintenance of true and exact copies of public records relating to the construction, alteration, maintenance and occupancy of buildings and structures is essential to the proper administration of government and the protection of public health, safety and welfare. The storage of such records in original format has become an onerous obligation requiring the dedication of much office space, has made retrieval of information time-consuming and difficult and provides for no security of records from destruction by fire or atmospheric conditions and age.
B. 
The Commonwealth of Pennsylvania, in recognition of these serious problems, has authorized local governments to maintain quality microfilm copies of essential public records and to subsequently destroy the originals or transfer them to a secure storage at the direction of the Pennsylvania Local Government Records Committee.
In accord with the provisions of the Municipal Records Act of the Commonwealth of Pennsylvania (53 P.S. §§ 9001 - 9010)[1], all essential public records relating to the construction, alteration, maintenance and occupancy of buildings and structures in the Township of College shall be maintained by true and exact microfilm copy.

After the microfilming of the public records and the creation of a microfilm duplicate, the Director of Centre Region Code Administration shall authorize the destruction of the records so copied or the transfer thereof to a secure storage provided by the Commonwealth of Pennsylvania in accord with the laws of the Commonwealth of Pennsylvania.
