[HISTORY: Adopted by the Board of Supervisors (now Township Council) of the Township of College 7-8-1975 by Ord. No. 51. Amendments noted where applicable.]
This chapter shall be known and will be cited as the "Social Service Program Payment Ordinance."
As used in this chapter, the following terms shall have the meanings indicated:
SOCIAL SERVICE PROGRAM
Any service provided on either a single- or multimunicipal level which would address the following recognized needs of the poor, disabled or the aged: children's services, including day care; health services, including alcohol and drug addiction; housing and homemaker services; senior opportunities and services; consumer services; migrant services; youth services; sheltered workshops for the handicapped; hot meals for older adults; rehabilitation of low- to middle-income housing; or family planning.

The Township of College shall, by virtue of this chapter, as in its discretion it shall elect from time to time, participate jointly or separately in sponsorship, establishment, administration, maintenance and operation of social service programs as hereinabove set forth by expending funds received by College Township as payment to a local government pursuant to Title I of Public Law 92-512, the State and Local Fiscal Assistance Act of 1972, as amended, and/or by likewise expending funds from its general municipal funds.
This chapter shall become effective as of July 15, 1975, and remain in force and effect each year without reenactment until modified or amended or repealed by the governing body of College Township.
This chapter is enacted under authority of the Act of December 10, 1974, Act 292, entitled the "Act to Appropriate Funds for Social Service Programs," as amended, enacted by the Legislature of the Commonwealth of Pennsylvania.[1]
