A. 
No motor vehicle or wheeled vehicle or other mode of conveyance operating on wheels, with or without an engine or motor, shall be parked on the public streets and alleys of Conewago Township, Adams County, Pennsylvania, for longer than 72 continuous hours at the same location.
B. 
It shall be unlawful for any person to park any unhitched or unattached trailer, semitrailer, travel trailer, camper or boat on any street, road or alley in Conewago Township. It shall be unlawful for any person to park any mobile home, motor home or bus on any street, road or alley in Conewago Township for more than 24 consecutive hours. It shall be further unlawful to leave unattended on any street, road or alley in Conewago Township for any period of time whatsoever any item of vehicle equipment or accessory or any similar vehicular object, including, but not limited to, snowplows and pickup truck caps, while the same is not attached to any motor vehicle.

No motor vehicle, as defined in the Pennsylvania Vehicle Code,[1] which is inoperable by reason of the lack of a current inspection sticker or current motor vehicle registration or is a junked vehicle as defined by Chapter 125, Article I, Solid Waste Management, of the Code of the Township of Conewago, adopted on November 18, 1996, as may be amended,[2] shall be parked on said streets and alleys at any time.

A. 
No motor vehicle, wheeled motor vehicle or other mode of conveyance operating on wheels shall be maintained on any public streets or alleys of said Township other than:
(1) 
Routine washings of said vehicles or other modes of transport with water and nontoxic nonpetroleum-based cleaning solutions; or
(2) 
Emergency maintenance procedures such as jump starting of motor vehicles, flat tire replacement, and the like.
B. 
The prohibition of maintenance functions on the streets shall be strictly construed.
No junk, as defined in Chapter 125, Article I, Solid Waste Management, of the Code of the Township of Conewago, and any amendments thereto,[1] shall be deposited on the public streets and alleys of the Township except for regularly scheduled pickup by the Township trash hauler.

The provisions of this chapter are applicable to both the owner of the vehicle or other mode of transportation or other prohibited materials and the person who last had possession of the item and left said wheeled vehicle or other wheeled mode of transportation or other prohibited materials as defined by this chapter in the public street and alley rights-of-way.
Any person who shall violate any provision of this chapter shall be guilty of a summary offense and shall pay a fine of no more than $1,000 for each offense and/or up to 30 days' imprisonment, together with costs and the Township's attorneys' fees. In addition, the Township shall have the authority to remove the property located on the street or alley at the owner's expense upon providing a written notice served upon said owner personally or by notice affixed to the item to be removed at least 72 hours before such removal. Such notice is not a precondition to a finding of a summary violation or imposition of the fines and penalties referred to above. The cost of removal, together with costs and attorneys' fees, may be recovered in the summary prosecution or by separate civil proceeding. Each day that an offense continues after service of a summary citation upon the defendant under applicable rules of court shall be deemed a separate and distinct offense and punishable as such.
A record of a motor vehicle registration shall be prima facie evidence of ownership.

As used in this chapter, the following terms shall have the meanings indicated:
MODE OF CONVEYANCE OPERATING ON WHEELS
Includes bicycles, carts, wagons, trailers and the like.
OWNER
A person or legal entity such as a partnership, a corporation, or other business or social entities.
STREETS and ALLEYS
Includes the entire right-of-way width of streets and alleys.
The Board of Supervisors of the Township may also enforce this chapter by civil enforcement action, including relief in equity seeking injunctive relief, in addition to prosecution for a summary criminal offense.
