The officers of Hempfield Township may purchase goods through participation with the Commonwealth of Pennsylvania, Department of General Services, whenever, by majority vote of the Board of Supervisors of Hempfield Township, it authorizes said officers to do the same whenever said purchases exceed an amount of money which would require competitive bidding. Authority is herein granted for officers of Hempfield Township to make purchases of goods, materials and supplies by participation with the Commonwealth of Pennsylvania, Department of General Services, without approval by the Board of Supervisors whenever purchases do not exceed an amount of money which would require competitive bidding.
Whenever purchases are made for Hempfield Township through participation with the Commonwealth of Pennsylvania, Department of General Services, the officers and elected Supervisors of Hempfield Township shall be exempt from existing statutory requirements governing competitive bidding and the execution of contracts with respect to the purchase of materials, supplies and equipment.
This Article shall not be interpreted to mean that materials, goods and supplies must be purchased through participation with the Commonwealth of Pennsylvania, Department of General Services, but rather that such option be available to the Board of Supervisors of Hempfield Township and its officers in the manner herein set forth.
