At the following intersections where traffic control signs exhibiting colored lighting or colored lighting arrows are located, signs prohibiting a turn shall be erected and placed at said intersection in the direction of travel indicated below in accordance with the Vehicle Code of the Commonwealth of Pennsylvania and the rules and regulations of the Pennsylvania Department of Transportation:

B. 
Any operator of a vehicle who shall fail to come to a full stop, within the prescribed distance as provided by the Vehicle Code of Pennsylvania, and remain standing until an indication to proceed is shown and turns in the direction of travel that is prohibited herein shall, upon conviction thereof, be sentenced to pay a fine in the amount of $25, plus costs of prosecution, and in default of payment of such fine and costs to undergo imprisonment for not more than three days.
