The Board of Commissioners may, from time to time, amend, supplement, change, modify or repeal this chapter, including the Zoning Map attached hereto, by proceeding in the manner hereinafter set forth.
A. 
The provisions of this chapter may be amended, supplemented or changed by the Board of Commissioners as required by the provisions of the Pennsylvania Municipalities Planning Code, Act 247 of 1968, P.L. 805, as amended.[1]

B. 
Additional procedures. In the case of a change to the Zoning Map attached to and forming a part of this chapter, in addition to the requirements set forth hereinabove, the Board of Commissioners shall cause notice of the hearing to be given by mail as follows:
(1) 
To all members of the Planning Commission, the Zoning Hearing Board and the Zoning Officer.
(2) 
If the proposed amendment or change relates only to particular properties or district and not to the Township generally, a similar notice shall also be mailed to all owners whose property or a portion thereof is situated within any portion of the area included in the proposed change or whose property or a portion thereof is situated within 100 feet of any portion of the area included in the proposed change, provided that notice by mail need not be sent to more than 30 such owners. Notice mailed to such owners, as their names and addresses may appear upon the records of the Tax Collector of the Township, shall be a sufficient compliance with this provision. In all cases, an affidavit shall be filed by the Secretary of the Township Commissioners, showing compliance with requirements of this section, which affidavit shall include the names and addresses of all parties to whom notice was given.
(3) 
All notices herein specified shall be mailed at least 14 days prior to the date of the public hearing.
Every application for amendment of the Zoning Ordinance presented to the Board of Commissioners shall contain, where applicable:
A. 
The applicant's name and address and his representative and the interest of every person represented in his application.
B. 
A plan showing the extent of the area to be rezoned, the street bounding and intersecting the area and the land use and zone classification of abutting districts.
C. 
A statement of the circumstances in the proposed district and the abutting districts and any other factors on which the applicant relies as reasons for supporting the proposed rezoning.
D. 
The approximate time schedule for the beginning and completion of development in the area.
E. 
A site plan to scale, indicating the location of structures, uses and areas for off-street parking and loading.
For the purpose of defraying expenses of advertising, etc., applications for amendments shall be accompanied by cash payment to the Township Treasurer in accordance with a fee schedule adopted by resolution of the Board of Commissioners upon the enactment of this chapter or as such schedule may be amended by resolution of the Board of Commissioners.
