At the first regular meeting of the Council after the charter election in each year, the President shall appoint the following standing committees from the members of the Council, which said committees shall consist of the numbers, and shall perform the duties, hereinafter required of them respectively.
The President shall appoint a Committee on Streets, to consist of three members, whose duty it shall be to examine into and report upon all matters pertaining to the highways, avenues, streets, lanes, alleys, public grounds, bridges and sidewalks of and in said Village which may at any time be referred to them, to confer with and aid the Street Commissioner in the construction of any and repair and management of such highways, streets, lanes, alleys, public grounds, bridges and sidewalks in said Village.
The President shall appoint a Committee on Claims and Accounts to consist of three members, who shall examine into and report upon all such accounts or claims in favor of or against said Village, as may at any time be referred to them.
The President shall appoint a Committee on Health and Nuisance to consist of two members, who shall, with the Village Physician, examine into and report upon all matters relating to or in any conditions and/or nuisances which may trouble or inconvenience the public, which may at any time be referred to them or fall under their observation, or come within their knowledge.
The President shall appoint a Committee of Ways and Means to consist of three members, whose duty it shall be to examine into and report upon all such matters relative to the revenue of the Village as may at any time be referred to them, to inquire into the financial condition of the Village, its revenues and expenditures, recommend such measures as may by them be deemed expedient for the economical management of the public business, and the Committee shall each year examine into and make an itemized estimate of the expenditures necessary to be provided for, and report the same to the Council.
The President shall appoint a Committee on Sewers and Drains consisting of two members, whose duty it shall be to examine into and report upon all matters pertaining to sewers and drainage of said Village which may be referred to it.
The President shall appoint a Committee on Street Lights and Public Lighting to consist of two members, who shall examine into and report upon all matters relating to or concerning the lighting of the public streets and alleys of said Village, or concerning the lighting of any building or property owned or occupied by said Village, which may be referred to them.

The President shall appoint a Fire Department Committee to consist of three members, whose duty it shall be to examine into and report upon all matters referred to them, and to confer with and aid the Chief of the Fire Department in the performance of the duties required of him by law.
