A. 
The Superintendent and any other duly authorized employees of the town and the Hoosac Water Quality District and its duly authorized employees bearing proper credentials and other identification shall be permitted to enter all properties, of any person or entity who causes or permits the contribution of wastewater into the town's sewer system or Hoosac Water Quality District treatment works, for the purposes of inspection, observation, measurement, sampling, testing and records examination to determine compliance with provisions of these rules and regulations of the Hoosac Water Quality District.
B. 
Persons, entities or occupants of premises where wastewater is created or discharged shall allow employees of the town and/or Hoosac Water Quality District or their representatives ready access at all reasonable times to all parts of the premises in performance of any of their duties as required in these rules and regulations and the rules and regulations of the Hoosac Water Quality District.
C. 
The Town of Williamstown, the Hoosac Water Quality District and the Environmental Protection Agency acting through their employees or representatives shall have the right to set upon any property subject to these rules and regulations and the rules and regulations of the Hoosac Water Quality District such devices as are necessary to conduct sampling inspection, compliance monitoring or metering operations. Where property of any person, entity or occupant has security measures in force which would require proper identification and clearance before entry into their premises, the person, entity or occupant of the property shall make necessary arrangements with their security guard so that upon presentation of suitable identification, personnel from the town, the Hoosac Water Quality District or the Environmental Protection Agency will be permitted to enter without delay, for the purpose of performing their specific responsibilities.
While performing the necessary work on private properties referred to in § 117-25 above, the Superintendent or duly authorized employees of the town shall observe all safety rules applicable to the premises established by the company, and the company shall be held harmless for injury or death to the town employees, and the town shall indemnify the company against loss or damage to its property by town employees against liability claims and demands for personal injury or property damage asserted against the company and growing out of the gauging and sampling operation, except as such may be caused by negligence or failure of the company to maintain safe conditions as required in § 117-21.
The Superintendent and any other duly authorized employees of the town and the Hoosac Water Quality District and its duly authorized employees bearing proper credentials and identification shall be permitted to enter all private properties through which the town holds a duly negotiated easement for the purposes of, but not limited to, inspection, observation, measurement sampling, repair and maintenance of any portion of the sewage works lying within said easement. All entry and subsequent work, if any, on said easement shall be done in full accordance with the terms of the duly negotiated easement pertaining to the private property involved.
