There is established a Citizens' Council on Environmental Affairs under the aegis of the Public Works Committee with the following responsibilities:
A. 
To establish an anti-litter and beautification program for the township in conjunction with the school systems, businesses, neighborhoods and other groups of the township.
B. 
To promote recycling of newspaper, glass and aluminum and examine ways to reduce the cost of refuse collection in the township.
C. 
To perform environmental studies and reviews as appropriate.
