The purpose of the Denton Utility Commission is to provide independent and representative review of water, sewer, stormwater, and highway issues that have a significant impact on rates and customer service on behalf of the Denton Town Council and for the benefit of customers.
A. 
The Commission shall consist of five members appointed by the Mayor and Town Council of Denton, at least one of whom shall be a representative from the Town Council. Each member will be appointed to a term of five years, except that the initial respective terms of the five members appointed pursuant to this chapter shall be on a staggered basis. (Of the five initial appointments, one member shall serve for one year, one for two years, one for three years, one for four years, and one for five years.) Each member shall serve until his or her successor is appointed. Members whose terms expire shall be eligible for reappointment. Each member shall reside in, or own property or a business within the Town of Denton.
B. 
In the event of a vacancy, the Mayor shall fill the unexpired term. All members are expected to regularly attend Utility Commission meetings. Any member who misses three consecutive meetings or more than five meetings in any one-year period may be removed from the Utility Commission and a replacement appointed by the Mayor to fill the vacancy of the unexpired term.
The Denton Utility Commission operates as an advisory board to the Town Council. The Commission will make recommendations to the Town Council with the goal of ensuring that the impact on Town citizens and customers is appropriately considered in setting rates and making related policy decisions. The Director of Public Works will serve as an ex officio member and as liaison to the Town Council.
The Commission shall select a Chairperson and other officers and establish such administrative procedures subject to the approval of the Denton Town Council. All changes in the administrative procedures are likewise subject to the approval of the Denton Town Council.
