No person shall conduct, exhibit or cause to be exhibited any circus, theatrical exhibition, carnival, rides or exhibition of animals or natural curiosities or similar shows or performances in tents or in the open air without first obtaining a license as hereinafter provided.
A. 
Application. Any person desiring a license to conduct any amusement hereinabove mentioned shall file a written application therefor in the Village Clerk's office which shall state:
(1) 
The name and address of the applicant.
(2) 
The period of time for which such license is required.
(3) 
The kind and character of the business to be conducted.
(4) 
The place where the business is to be conducted.
(5) 
Any other additional information that the Mayor may require.
B. 
Approval and issuance. Upon approval by the Mayor and payment of the fee therefor as hereinafter prescribed, the Village Clerk shall issue a license for the conduct or operation of such amusement, which license shall state the amusement to be conducted, the place of operation and the time or period during which it shall be valid and such other information as the Mayor may prescribe.

The fee for conducting any amusement described in § 63-1 shall be established by the Village Board of Trustees on an annual basis in its Schedule of Fees which is reviewed and updated at the annual reorganizational meeting of the Village Board.[1]

A. 
The Mayor may refuse or suspend a license when in his or her judgment there is likely to be a disturbance of the peace and order of the Village.
B. 
Any person who has been so refused or whose license has been suspended may apply to the Board of Trustees at a meeting thereof, and upon a hearing, the Board of Trustees may either affirm the action of the Mayor and deny or revoke the license or grant or reinstate the license.
Any person who shall violate any provision of this chapter shall be punishable as provided in Chapter 1, General Provisions, Article I.
