The Fire Department shall be composed and organized as provided
in Article XII of the Charter of the City of Newburgh.

A.
All officers and firemen shall be assigned to duties at the discretion
of the Fire Commissioner.
B.
The hours of duty of all officers and firemen shall be fixed by the
Chief of the Fire Department, such hours of duty to be in conformance
with all local and state laws and ordinances, rules and regulations.

All members of the Fire Department shall receive such compensation
as shall be fixed by local law or by the City Council. The City Council
shall not set any compensation lower than any local or state law or
ordinance.

Generally. Subject to the authority granted the City Manager
by law, all firefighters shall at all times, be under the direct supervision
and control of the Fire Commissioner, Fire Chief, and officers of
the Department.

Any member or employee of the Fire Department who shall fail
to perform his duty or who shall be guilty of disorderly conduct while
on duty or of insubordination or disobedience to orders or who shall
violate any law or ordinance or any rule or regulation of the Department
may be suspended for a definite period or dismissed from the Department
by the City Manager consistent with applicable laws, rules, regulations,
and procedures.[1]

apparatus from the City, which immediately followed this section,

Each member of the Fire Department shall be issued a badge,
which shall be worn as directed by the rules and regulations of the
Department.[1]
