Section 77-b of the General Municipal Law of the State of New York permits the governing body of a City by local law to delegate to the chief executive officer of such municipality the power to authorize attendance at conventions, conferences and schools by officers and employees if believed to be of benefit to the municipality.
By this article, the Council of the City of Newburgh does hereby authorize the City Manager to approve the attendance of qualified officers and employees at conventions, conferences and schools.
