As used in this article, the following terms shall have the meanings indicated:
AMUSEMENT ENTERPRISE
Includes conducting a theater, moving-picture show, vaudeville show, automatic machine exhibit, museum, circus or any similar exhibition, whether the performers are minors or adults, amateurs or professionals, as well as a shooting gallery, carousel or any public place or hall, exclusive of churches or places for religious worship or services, where entertainment for the public is given.
Any person desiring to conduct an amusement enterprise shall secure a license therefor in accordance with these provisions and upon the payment of the fee prescribed in § 108-7.
A. 
Application for the license required by this article shall be made in person to the City Clerk and shall contain such information as may be deemed necessary for proper regulation and good order and for preservation of the public welfare and safety.
B. 
The City Clerk shall issue a license upon payment of the prescribed license fee and upon approval of the Fire Chief as to fire regulations, the Building Inspector as to Building Code and zoning requirements and the Chief of Police as to the character of the applicant.
A. 
Every license shall state the purpose for which it has been granted, the name and address of the licensee, the location where the entertainment is to be conducted and the number of the license.
B. 
Each license for which a particular amusement enterprise fee has been paid shall permit the enterprises for which a lesser fee is required.
Every license, unless otherwise provided, shall expire on the first day of May next after its issuance. It may, however, be revoked by the Council for satisfactory cause before that date.
Every license may be renewed on the first day of May upon payment of the required fee.

The fees, payable to the City Clerk, for conducting amusement enterprises shall be as set forth in Chapter 163, Fees, of this Code.
Any change in the name or location of the licensee shall be immediately transmitted to the City Clerk, who shall endorse such change upon the license for the balance of time still remaining.
A. 
Definitions. As used in this section, the following terms shall have the meanings indicated:
CIRCUS, CARNIVAL OR TRAVELING SHOW
Any amusement enterprise offering to the public an entertainment consisting principally of side shows exhibitions, concessions and similar attractions.
B. 
Prohibition. No person shall sponsor, establish, operate or conduct a circus, carnival or traveling show in the City, and no license shall be issued therefor.
C. 
Nuisance declared. Circuses, carnivals and traveling shows are hereby declared to constitute public nuisances in the City.
