Nothing contained in these provisions shall be construed to prevent the Council from fixing annual charges to be paid by vessels making regular trips and landings at the City dock.

No vehicles shall be driven upon any portion of any City dock.

No dirt, coal or other material nor any freight shall be placed, dumped or stored on any City dock.
No person shall bathe or swim in any watercourse owned by the City.
No person shall deposit any dead animal, manure, garbage, compost, vegetable or any putrescible matter in any spring, marsh, watercourse or reservoir nor on or in the ground within 50 feet thereof nor anywhere in such manner that it can be washed by rain, melting snow or otherwise over the surface of the ground into any spring, marsh, watercourse or reservoir.
No person shall leave any bait cans, dead bait, lunchbox, garbage, refuse or paper in a boat or on the City property of any spring, marsh, watercourse or reservoir but shall deposit it in the receptacles provided by the City.
No person shall deposit any human excreta on the ground within 130 feet of any spring, marsh, watercourse or reservoir nor anywhere in such manner that it can be washed into the same by rain, melting snow or otherwise.
Every person living on or visiting a watershed shall refrain from any action which may result in contamination of any portion of the water supply of the City.
No person shall wash any clothes or unclean objects of any kind in any spring, marsh, watercourse or reservoir.

A. 
It shall be unlawful to place or permit to remain any vessel, craft or structure which has sunk, is sinking or is in such condition that there is danger of it sinking along the waterfront.
B. 
"Waterfront" is defined as that part of the City of Newburgh which extends into the Hudson River and as described in § C1.10 of the Charter.
C. 
Violation of this section shall be punishable by a fine of not more than $250 or by imprisonment for not more than 15 days, or both, on complaint of the Code Compliance Officer.

D. 
Each day that such condition continues shall be regarded as a new and separate violation.

No person shall be allowed to fish from the premises of the dock known as the Newburgh Landing nor from the boardwalk adjacent thereto.
