A. 
Required condition. Cellars, basements and crawl spaces in every structure used for human habitation shall be reasonably free from dampness to prevent conditions conducive to decay or deterioration of the structure.
B. 
Rules and regulations. Cross ventilation shall be provided in every basement, cellar and crawl space, consisting of at least one window, opening or vent located near each corner of the structure. The aggregate ventilation area shall not be less than one square foot for every 100 linear feet of wall space or 1% of the total area of the enclosed space, whichever is greater.

General condition. Supporting structural members of every structure used for human habitation shall be structurally sound.
B. 
Rules and regulations. Supporting structural members shall be considered to be structurally sound if such members are capable of bearing imposed loads safely and if there is no evidence of deterioration.

General condition. Chimneys and all flue and vent attachments thereto of every structure used for human habitation and all other flues and vents shall be structurally sound, free from defects, performing the functions for which they were designed and are used.

Rules and regulations. Chimneys, flues, gas vents or other draft-producing equipment shall provide sufficient draft to develop the rated output of the connected equipment. Chimneys, flue linings, where required, flues, gas vents and their supports shall be structurally safe, durable, smoketight and capable of withstanding the action of flue gases.

General condition. Interior stairs of every structure used for human habitation shall be structurally sound and free from defects. Railings shall be provided for stairs, balconies, landings and stairwells.
B. 
Rules and regulations. Treads or risers that evidence excessive wear or are broken, warped or loose shall be repaired. Stairs shall be securely fastened to supporting structural members and be capable of supporting normally imposed loads. Properly balustraded railings, capable of bearing normally imposed loads, shall be placed on the open portions of stairs, balconies, landings and stairwells. Stairs in multiple residences shall comply with applicable sections of the Multiple Residence Law.

General condition. Floors, walls and ceilings of every structure used for human habitation shall be structurally sound and maintained in a clean and sanitary condition and maintained free from flaking and peeling paint with protective coatings of lead-free paint.
B. 
Rules and regulations. Floors shall be considered to be structurally sound where capable of safely bearing imposed loads and shall be maintained in a clean and sanitary condition. Walls and ceilings shall be considered to be structurally sound and in good repair when clean, free from cracks, breaks, loose plaster and similar conditions such as peeling and flaking paint.

Water resistance. Bathroom, shower room and toilet room or compartment floors of every structure used for human habitation shall be water resistant.
B. 
Rules and regulations. The floor surface of every bathroom, shower room and toilet room or compartment shall be constructed or covered with a moisture-resistant finish or material. Such floors shall be kept in a dry, clean and sanitary condition.

General condition. The interior of every structure used for human habitation shall be maintained free from rubbish and garbage that might become a health, accident or fire hazard.
B. 
Rules and regulations. Metal containers with covers shall be provided for the temporary storage of rubbish, garbage and other refuse. Disposal of garbage by garbage disposal units shall be in accordance with all applicable regulations of the City. Materials of a flammable nature shall be stored safely or removed from the premises.

General condition. The interior of every structure used for human habitation shall be free from insect, rodent and vermin infestation.
B. 
Rules and regulations. Where insect, rodent or vermin infestation, harborage or breeding areas exist, such areas, harborage or infestation shall be eliminated. Articles of value shall be stored in such a manner as not to constitute pestilential harborage.
