No person shall erect or build or cause or permit any vault
to be made, except upon a permit issued by the Building Inspector
of the City, and no vault shall extend further than the line of the
sidewalk or curbstone of any street.
Every application for a license to erect a vault shall be in
writing, signed by the person making the same, and shall state the
intended length and width of such vault and the number of square feet
of ground which is required therefor. Each application shall be accompanied
by plans drawn in conformity with the Building Code.[1] No permit shall be issued until such plans have been approved
by the Building Inspector and the City Engineer.
All applications for permit to construct a vault shall be accompanied
by the fee established for a building permit.[1]
No work on such a vault shall commence until a street opening
permit shall be obtained and all requirements therefor have been complied
with.[1]
The Building Inspector may direct the repair or removal of any
vault lying within the lines of any public street or sidewalk, which
vault he determines to be dangerous or a hazard to the public or a
nuisance or which in any way or manner interferes with the public
use of the street or sidewalk.
All vaults shall be maintained in a safe condition so as not
to constitute a danger or hazard to the public using the sidewalks
or streets. All trapdoors giving access to vaults shall be maintained
on a level with the sidewalk and in such condition as it shall be
entirely safe for persons to pass over the same. No person shall keep
open or permit to be kept open any trapdoor or grate in any sidewalk
except while the same is necessary and actually in use for the receipt
or delivery of goods or other property and while the same is properly
guarded to prevent persons from walking or falling into the same.
