The following steps shall be followed by a subdivider in applying for and securing approval of a subdivision:
A. 
The subdivider submits the preliminary plat and an application for approval to the City Planning Board on forms prescribed by and available from the City Planning Board. (See Article III for requirements and details of application and Article IV for standards of subdivision design.) If he so desires, the subdivider may submit a sketch plan of the proposed street layout to the City Planning Board for informal discussion and review.
B. 
At the discretion of the City Planning Board, the preliminary plat may be submitted to the Orange County Planning Board for review.
C. 
If the proposed subdivision is five lots or more, it shall be submitted to and approved by the Orange County Department of Health.
D. 
Preliminary action shall be taken by the City Planning Board. (See Article V.)
E. 
Either a performance bond in a form acceptable to the Corporation Counsel to cover the cost of the required public improvements in an amount acceptable to the City Engineer shall be posted with the City Manager or the subdivider shall proceed to install such required public improvements.
F. 
Prior to the approval of the final subdivision plat, the Planning Board shall make certain that the appropriate public improvements are installed and approved by the Planning Board and the City Engineer, or an acceptable performance bond or other financial security acceptable to Corporation Counsel, in an amount specified by the City Engineer, shall be posted with the City Engineer. The City Engineer may provide the Planning Board status reports on these securities. Forms for the submission of the final plat may be obtained from the City Planning Board. Prior to the submission of the final plat, streets and other public lands may be offered to the City Council for dedication. (See Article VII for requirements and details.)
