All required public improvements, together with cost estimates, shall be designed or prepared and certified to by a professional engineer.
The design of the required public improvements shall be shown on construction plans in such form and in such detail as shall be required by the appropriate City, county or state office or agency or private utility company having legal jurisdiction over such improvement. All such design shall be in accordance with the design standards listed in Article IV.
Required public improvements shall be installed in accordance with the specifications and procedures of the appropriate City, county or state office or agency or private utility company having legal jurisdiction over such improvement.
The following public improvements shall be required in all subdivisions in the City:
A. 
Monuments. These shall be placed at all block corners, tangent points of curves in streets and at corners of all open space offered for public dedication in accordance with the specifications contained in § 266-28.
B. 
Streets, sidewalks, curbs, gutters and bridges. These shall be installed for the full width and in such location as shown in Table 1 in Article IV in accordance with the specifications contained in § 266-28.
C. 
Drainage, water and sanitary sewerage. The subdivision shall be connected to these public systems as approved by the City Public Works Department for drainage, the City Water Department for water, the City Public Works Department and the Orange County Department of Health.
D. 
Electric, gas and telephone lines and streetlights. These private utilities, except for streetlight standards, shall be installed underground.
E. 
Street trees and grass. At least one street tree, the type to be specified by the Planning Board, shall be installed in the required planting strip for each lot in a residential subdivision, and the planting strip shall be planted in grass.
F. 
Street name signs. One street name sign shall be installed at each block corner. The design of each street sign will be specified by the Planning Board.
G. 
Fire and police alarm. Fire and police alarms shall be as approved by the respective City Fire and Police Departments.

Specifications for improvements, including but not limited to monuments, street grading and construction, curbs and sidewalks, streetlights, trees, and other improvements on public or private streets, shall be acceptable to the City Engineer and conform to established industry standards available in his/her office.
